THIS IS A MINNESOTA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION OPEN TO ONBOARD TITLE 5 EMPLOYEES. This position is an open Title 5 Excepted Service position located at the Brigade (BDE) level in an IRC funded position. The Sexual Assault Response Coordinator (SARC) is the single point of contact to coordinate response activities when a sexual assault is reported within their area of responsibility (AOR). Responsible for assigning, monitoring, managing, and documenting victim assistance and advocacy activities performed by the Sexual Assault Prevention and Response (SAPR) Victim Advocates (VA) at the tactical (e.g., command) level, SARCs will serve as team leads for SAPR VA teams. SARCs are authorized to perform sexual assault victim advocate duties and will provide a non-clinical response that is trauma-informed, gender-responsive, culturally competent, and recovery-oriented. Incumbent will be notified of all reports of sexual assault within their AOR. SARCs will report to, be supervised, and evaluated by, and have direct and unimpeded access to the Supervisory Principal SARC. SARCs will also have direct and unimpeded access to the Commander when acting on behalf of the Supervisory Principal SARC or when a victim is experiencing a safety issue. EDUCATION: If using education to qualify: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. CONDITIONS OF EMPLOYMENT U.S. Citizenship is required Prior to appointment, an applicant must have a current completed/clear drug test This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. May be required to successfully complete a probationary period Irregular and overtime hours may be required to support operational requirements or contingencies. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments. Only open to Current employees of the MNNG Incumbent must maintain an active D-SAACP certification in accordance with Section 584 of Public Law 112-81 and DoD Instruction 6495.03 as a condition of employment Within six (6) months of appointment, must graduate from required SAPR training courses and be awarded the DoD Sexual Assault Advocate Certificate Incumbent must be able to work other than normal duty hours, to include evenings, weekends, and holidays, on an on-call or rotational basis. to include a requirement to be available 24/7 Within 60 days of appointment to a Position of Trust and Moderate Risk; must have a favorable completion and award of a Tier 3 background investigation and continuously maintain as directed by DoD and NGB to conduct duties and responsibilities as a SAPR Professional This position may require temporary duty (TDY) business travel up to 25% of the time. Within 90 days of appointment as a National Guard SAPR Professional, even if currently D-SAACP certified, the newly appointed employee will be required to complete the NGB Joint Course **Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DoD IT network access. Basis for Rating: Qualified candidates will be assigned to one of the following areas of consideration (AOC) based on the Minnesota National Guard Merit Placement Plan: Area 1: Current On-board Title 5 Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Minnesota National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Minnesota National Guard or Office of Personnel Management agency. Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency. Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position.
