This position analyzes program performance, utilization and outcomes data, and contract compliance to ensure services are recovery-oriented, are delivered with fidelity to peer recovery standards, responsive to the needs of individuals served, and aligned with regulatory and funding requirements. Coordinates purchasing and procurement efforts, develops and maintains reporting structures and processes authorizations for services. Collaborates with a diverse set of partners and teams: program leadership, agency finance staff, facilities teams, contracted providers, and other teams. Works with established groups and convenes partners to identify opportunities and need for growth and develop solutions to maintain strong, recovery-oriented services. Supports development of a wide range of recovery programs. Convenes or collaborates on working groups to achieve these purposes, in addition to serving as a lead employee. Works under direction of the CSB Division Director for Recovery Services.
The CSB Division of Recovery Services is committed to advancing recovery-oriented, person-centered behavioral health services. We partner with peer recovery programs and staff, clinical providers, and community organizations to expand access to high-quality peer recovery services that promote hope, autonomy, and community integration for individuals with mental health and substance use conditions. The Division administers more than $4M of recovery contracts and directly operated services annually across 8+ programs and supports the work of more than 70 peer recovery specialists.

- May supervise administrative and paraprofessional staff;
- Performs a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes;
- Plans, develops, and implements comprehensive communication and education plans on programs and services for both county agencies and community organizations;
- Assists with developing and conducting special studies and research initiatives, by designing survey instruments, gathering data and information from department staff, developing data analysis tools, conducting statistical analyses, initiating literature reviews, etc.;
- Conducts analysis and reporting of quantitative and qualitative data in order to track and monitor various business process indicators;
- Serves as the point-person and liaison within the department and with central county departments regarding a designated program and functional areas of responsibility;
- Prepares reports and presentations of analysis and findings.

CERTIFICATES AND LICENSES REQUIRED:Valid driver's license
NECESSARY SPECIAL REQUIREMENTS:The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and a driving record check to the satisfaction of the employer. A TB screening upon hire.
This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)
PREFERRED QUALIFICATIONS:
- 3+ years of major responsibility in coordinating or analyzing behavioral health and/or human services including reporting
- 3+ years’ experience working in the behavioral health field
- 3+ years’ experience working with peer recovery programs
- State or National Certification as a Peer Recovery Specialist
- 3+ years’ experience Coordinating or performing analytical work with government contracts
- Bachelor’s or Higher degree in business or related field
PHYSICAL REQUIREMENTS:
Ability to travel throughout the county for CSB meetings, including those held after dark. Ability to stand, sit, and walk as needed to perform core job functions. Must be able to lift up to 25 pounds. All duties may be performed with or without reasonable accommodation.
