The Department of Veterans Affairs is seeking an experienced Senior Project Manager / Planner to provide strategic leadership and oversight across a portfolio of complex healthcare infrastructure projects.
This role serves as the primary client interface and is responsible for ensuring projects are delivered on time, within scope, and within budget. The Senior Project Manager / Planner leads program-level planning efforts, supports long-range healthcare facility strategy, and drives alignment between operational needs and capital project execution.
🎯 Key Responsibilities📋 Program Leadership & Project Oversight
- Provide overall leadership for multiple projects across a complex program portfolio
- Ensure delivery of high-quality products and services aligned with schedule and budget
- Develop project charters, plans of action, and key milestones
- Review projects across the program to ensure alignment with strategic objectives
- Advise on development and implementation of new programs and initiatives
🏥 Strategic Planning & Healthcare Expertise
- Lead assessments of current hospital operations, space utilization, and infrastructure needs
- Develop formal reports outlining findings, priorities, and strategic recommendations
- Translate clinical and operational input into long-term (15-year) facility plans
- Review and update Master Plan priorities based on current-state assessments
- Identify and prioritize major projects and large-scale space transitions
🤝 Stakeholder Engagement & Communication
- Serve as primary point of contact for client leadership and project stakeholders
- Attend clinical planning meetings and working groups
- Respond to requests for information (RFIs) and leadership inquiries
- Present findings, recommendations, and strategic plans to executive leadership, including:
- VA Medical Center leadership
- VISN leadership
- National VA leadership
- External stakeholders and partners
🔍 Program Development & “Deep Dive” Initiatives
- Lead scoping sessions to define future planning requirements
- Direct working groups to develop detailed project plans (“Deep Dives”)
- Identify and coordinate subject matter experts (SMEs) required for project success
- Monitor progress and provide monthly updates including formal documentation and briefings
- Assess scope, impact, and execution strategy for complex initiatives
📊 Reporting, Visualization & Communications
- Develop executive-level briefs, reports, and visualization materials
- Create communication strategies in collaboration with Public Affairs
- Support both short- and long-term project communication and visibility
- Ensure all deliverables meet federal standards and compliance requirements
💡 Qualifications & Experience
- Bachelor’s degree required
- 10+ years of experience in project management, planning, or related field
- Experience with healthcare systems, hospital environments, or commercial master planning
- Proven ability to lead and manage multidisciplinary teams
- Strong background in strategic planning and program management

- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook) required
- Familiarity with AutoCAD, Microsoft Project, and Revit preferred
- Strong analytical, organizational, and problem-solving skills
