Rate of pay depends on qualifications.JOB SUMMARYThe Senior Performance and Efficiency Analyst is responsible for conducting performance reviews and process analysis across the organization working with various SAWS departments-both field and office-to deeply understand day-to-day operations, documentation of processes, identification of process challenges and technology needs. Serves as a strategic liaison between operational departments and the Continuous Improvement & Innovation (CI&I) team, the analyst applies independent judgment to conduct process and data analysis and translate findings into actionable recommendations. The position contributes to the design of organization wide improvements, supports pilot initiatives, and advises departments on adopting optimized workflows, technologies, and performance measures.
ESSENTIAL FUNCTIONS
  • Advances organizational learning by providing a presence across departments, fostering open communication, and identifying opportunities to enhance efficiency and service delivery.
  • Identifies, gathers, transforms, analyzes, and models customer data.
  • Utilizes data to outline contributing factors that impact performance and support project focus.
  • May perform data manipulation and analysis to develop statistical inferences from a dataset.
  • Analyzes policies, procedures, resources, processes, and systems utilized by customers to identify, assess, measure, monitor, and control significant issues or risks.
  • Makes comprehensive recommendations for organizational efficiencies and enhancements based on in-depth review and assessments of resources allocations and process flow.
  • Conducts process and/or technology pilots to determine proof-of-value, return on investment, and feasibility.
  • May collaborate and coordinate with internal staff (e.g., fiscal, audit, human resources) to perform departmental reviews and formulate organizational change recommendations to enhance performance.
  • Observes and analyzes operational workflows to identify improvement opportunities.
  • Collaborates directly with frontline employees, supervisors, and managers.
  • Translates operational insights into measurable, sustainable improvements.
  • Researches best management practices and innovative techniques that enhance organizational impact and efficiency and formulates metrics for measuring performance.
  • Provides internal consultative services to departments to streamline operations and maximize resources while enhancing customer service delivery.
  • May prepare and deliver presentations as requested by the Director of Continuous Improvement & Innovation and/or Executive Leadership.
  • Performs other duties as assigned.

DECISION MAKING

  • This position reports to the Director of Continuous Improvement & Innovation and receives limited direction.
  • Expected to exhibit high standards of ethical conduct, leadership, teamwork, positive attitude, initiative, and problem-solving skills.
  • May lead teams conducting performance review, process analysis, field assessments, or pilot implementations.
MINIMUM REQUIREMENTS
  • Bachelor’s Degree from an institution accredited by a recognized accrediting agency.
  • Five years’ of increasingly responsible experience in continuous improvement, organizational review, or resource planning.
  • Proficient in MS Office Suite (Outlook, Word, Excel, PowerPoint).
  • Valid Class “C” Texas Driver’s License.
PREFERRED QUALIFICATIONS
  • Experience collaborating directly with frontline employees, supervisors, and managers with direct exposure to workflow processes and cross departmental collaboration.
  • Experience building strong relationships across diverse workgroups and communicating clearly with frontline staff, supervisors, and leadership.
  • Familiarity with process analysis, interviewing, shadowing, and field-based observation techniques.
  • Experience contributing to or supporting continuous improvement initiatives, pilots, or field trials.
  • Lean/Six Sigma training or certification.
  • Experience with data visualization tools or basic data analytics.
  • Experience with process documentation
  • Experience supporting organizational design, internal assessments, or process improvement efforts.
JOB DIMENSIONS
  • Ability to interact with internal and external customers, contractors, field crews, plant operators, office personnel, vendors, and regulatory agencies.
  • Ability to work on-site and/or field presence as needed, including shadowing, ride-alongs, process observation, and workflow documentation.
  • Ability to serve as a liaison between operational departments and the CI&I team, translating real-world findings into improvement opportunities and root-causes.
  • Ability to identify root causes based on both qualitative and quantitative inputs and assist in defining KPIs and performance measures.
  • Strong interpersonal skills, relationship building, and the ability to earn trust and credibility across varied work environments.

PHYSICAL DEMANDS AND WORKING CONDITIONS

Physical requirements include lifting up to 20 pounds occasionally. Working conditions are primarily in an office environment but require regular field visits. May drive a company and/or personal vehicle when performing duties away from office.Subject to sitting for long periods of time to perform job scope.


May be required to work hours other than regular schedule such as evenings and weekends.
