The City of Poway is pleased to announce an opportunity for a highly skilled and motivated Senior Management Analyst to join the City Manager’s Office. This position is essential to supporting executive leadership and advancing major citywide initiatives. The City Manager’s Office has an approved Senior Management Analyst position that has remained unfunded since 2020, when cost-saving measures were implemented during the COVID-19 pandemic. With the growing number of high-level projects and operational needs, funding and filling this role is a critical priority. Key areas of responsibility include supporting administration of high-level projects within the City Manager’s Office, managing the City’s cell tower property lease program and assisting the Assistant City Manager with economic development / Chamber of Commerce events. Works as a team and shares knowledge and information in a fast-paced environment while serving the residents with exceptional customer service. The Senior Management Analyst provides professional-level complex support to City Management, promotes public relations by participating and representing the City in economic development initiatives, works with community stakeholders, oversees the research, preparation, and management of responses to residents and also supports the business community. Additionally, the person who fills this role prepares and submits City Council agenda reports and various other committee and staff reports, resolutions, ordinances, and correspondence regarding assigned activities, will analyze and utilize data to generate reports, justifications, and presentations and builds relationships with local businesses to aid in retention, expansion, and investment in the City. - Serves as a liaison with employees, public, and private organizations, community groups, and other organizations; provides information and assistance to the public regarding the assigned programs and services; receives and responds to complaints and questions relating to assigned area of responsibility; reviews problems and recommends corrective actions.
- Develops and implements new or revised programs, systems, procedures, and methods of operation; compiles and analyzes data, and makes recommendations regarding staffing, equipment, and facility needs.

- Prepares and submits City Council and/or Redevelopment Agency agenda reports and various other commission, committee, and staff reports, resolutions, ordinances, and correspondence regarding assigned activities.
- Confers with other management staff regarding provision of administrative and support services, including contracts, agreements, and grant reporting.
- Plans, organizes, and oversees special projects that require coordination with contract consultants; prepares requests for proposals and bids and administers consultant contracts; directs and supervises the work of contract consultants.
- Maintains accurate records and files; develops storage of records and retention schedules.
- Assists with and coordinates and organizes community events; represents City to residents in explaining City policies; provides outreach and public education programs to the community as needed.
- Acts as back up for front office staff as necessary.
- May participate on a variety of interdisciplinary committees and commissions and represents the City to a variety of community and stakeholder groups.
- May manage the City's website pages for the assigned department, division(s), and/or program(s).

Education/TrainingA Bachelor's Degree or equivalent education (i.e., minimum completed California units = 120 semester/180 quarter) from an accredited educational institution with major coursework in business or public administration, human resources administration, economics, accounting, finance, or a related field.
Physical DemandsMust possess mobility to work in a standard office setting and use standard office equipment, including a computer, to operate a motor vehicle and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.
Environmental ElementsEmployees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Successful candidates will be placed on an eligibility list according to the score received. The eligibility list established will be in effect for a period of six months.
