Pharmaceutical Care Management Association (PCMA) – the national association representing America’s pharmacy benefit management (PBM) industry is seeking a Senior Director, State Affairs. This role is responsible for the execution of strategic state advocacy and engagement programs in key states, ensuring strong relationships and persuasive advocacy with state legislators, regulators, governors and other state policymakers and their staffs. This role will lead efforts in a five-state Southeast Region.


This person collaborates proactively with PCMA colleagues, member company representatives, aligned trade associations, key stakeholders and others to develop and refine state advocacy and engagement programs that advance the policy goals of the pharmaceutical care management industry. He or she is responsible for identifying emerging issues, developing consensus positions within the industry and lobbying relevant policymakers to advance those positions. This position reports to PCMA’s Vice President, State Affairs.


Primary Responsibilities

  • Lobbies legislators, regulators and executive branch policymakers in assigned states. As necessary, advocates in person and in writing before policymakers and legislative bodies. Presents testimony on behalf of the pharmacy benefits management industry.
  • Tracks and monitors legislation and regulatory activity in assigned states.
  • Manages PCMA’s contract lobbyists for assigned states.
  • Works with member company representatives to formulate industry-wide state strategic plans, including industry positioning and advocacy, ally and coalition development, and grassroots activities.
  • Participates in key coalitions and develops alliances among interested stakeholders.
  • Anticipates and identifies emerging and potential issues impacting the pharmacy benefits management industry to member companies and PCMA colleagues.
  • Establishes and maintains relationships with certain national organizations of state policymakers and regulators to advance pharmacy benefit management positions, and to influence resolutions adopted, speaker placements, agenda setting and model legislation in support of the pharmacy benefits management industry.
  • May represent PCMA and the Pharmacy Benefits Management Industry at meetings with Governors, state legislators, regulators, and other state and local government groups in assigned states.
  • Demonstrates a command of current pharmacy benefits issues. Monitors, tracks and reports on legislative and regulatory activity and trends that may impact the pharmacy benefits management industry.
  • Works collaboratively with colleagues across PCMA and among PCMA’s member companies, to bring all PCMA’s resources effectively to bear in advancing state policy and advocacy priorities.
  • Travel Requirements: 40%, domestic, frequent during peak legislative sessions.


Minimum Requirements

  • Bachelor’s degree.
  • 8+ years of experience in state government and state government affairs including working in a state legislative or executive branch capacity.
  • Demonstrated advocacy experience in the Southeastern US.
  • Previous relevant experience in health care, pharmacy, or health insurance policy advocacy preferred. Candidates must reside in the region (KY, TN, WV, VA, NC, SC, or MS).


Qualifications:

  • Ability to deal effectively with high-profile stakeholders such as elected officials, executives, and a variety of external constituencies; including ability to influence and navigate complex political landscapes.
  • Experience managing multiple states preferred.
  • Strong executive presence.
  • Exceptional written and verbal communication skills, with the ability to effectively lobby stakeholders and deliver persuasive public testimony at hearings and meetings.
  • Strong organizational and time management skills.
  • Ability to work in a team environment.
  • Strong critical thinking and problem-solving skills.
  • Consensus building skills and a track record for effectively working in a bipartisan manner.
  • Ability to remain flexible in a decision-making process.
  • Strong understanding of state legislative and regulatory process.
  • Ability to understand legislative and regulatory language, how it affects the industry, and how it could/should be edited to support industry goals.
  • Firm understanding of the working relationship and policy issues between PBMs and drug manufacturers.
  • Ability to assemble and synthesize relevant facts and expert opinion to support policy arguments.
  • Ability to prioritize importance of policy issues to the industry.
  • Strong knowledge of the state legislative process including committee structures, leadership, and procedures.
  • Knowledge of political and cultural trends affecting the industry.
  • Proficiency in Microsoft Office applications.


Salary And Benefits:

PCMA offers a competitive salary and benefits package. The base salary range for this position is $165k - $205k with annual bonus potential subject to company and individual performance. PCMA offers a generous 401k contribution, healthcare and flex spending benefits and paid time off.
