Senior Business Analyst – Medicaid (Harrisburg, PA – Hybrid)


We’re supporting a large-scale Pennsylvania Medicaid modernization initiative and are looking to bring on multiple Senior Business Analysts to support a multi-year transformation program.

This is a hands-on, high-impact role working directly with stakeholders, leadership, and system vendors to define and shape business processes and system functionality across critical Medicaid modules.


We are starting with 5–10 hires immediately, with plans to scale to 50+ Business Analysts by year-end.


Location & Schedule

  • Hybrid – Harrisburg, PA area
  • Onsite presence expected (typically 2–3 days per week, midweek)
  • Candidates must be local or able to reliably commute


Travel

  • Approximately 1 week per month, depending on project phase
  • Travel expectations will be discussed during the interview process


What You’ll Be Doing


  • Elicit, analyze, and document clear, testable business requirements from stakeholder discussions
  • Translate complex conversations into structured requirements using Actor–Action–Outcome methodology
  • Bridge gaps between current-state processes and future-state system capabilities
  • Partner with business, technical, and vendor teams to align on requirements and solutions
  • Develop use cases, process flows, and functional documentation
  • Convert requirements into test cases, test plans, and UAT artifacts
  • Support user acceptance testing (UAT), validation, and defect resolution
  • Facilitate working sessions and actively contribute to stakeholder discussions
  • Ensure requirements are clearly documented, traceable, and aligned to business needs


Must-Have Qualifications


  • 5–10+ years of Business Analyst experience
  • Proven ability to write formal business requirements (not just meeting notes)
  • Experience working within SDLC environments, including UAT and requirements traceability
  • Strong ability to analyze problems and translate business needs into solutions
  • Excellent written and verbal communication skills (clear, professional, and structured)
  • Ability to confidently interact with business stakeholders and cross-functional teams
  • Experience creating test cases and supporting UAT efforts


Preferred Qualifications

  • Experience in Medicaid, MMIS, or payer systems
  • Exposure to Provider Management, Claims, or related modules
  • Prior experience in a consulting or client-facing environment
  • Familiarity with structured BA methodologies (e.g., Actor–Action–Outcome)
  • CBAP certification or similar BA certifications
