SENIOR ADMINISTRATIVE SPECIALIST (PROCUREMENT/LOGISTICS MANAGER)

This employee will serve as the Logistics Manager, supervising the Fire Department Central Stores operation. Duties include reviewing, managing, and performing (when necessary) the work of staff responsible for advanced-level professional work while using independent judgment to ensure compliance with established policies and procedures that may include personnel management, budget development/administration, program planning, management/organizational analysis studies, and other related administrative duties; and conducting a variety of professional level analytical and technical activities. Each applicant must have a Bachelor's Degree in business administration, public administration, accounting, economics, or a related field and five years of experience performing procurement and inventory activities. Experience working at a Fire/EMS Department is preferred.
OTHER REQUIREMENTSA valid Driver's License is required.Capable to respond to emergencies/disasters that involve the Cincinnati region.Environmental Conditions:Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; automobile travel within the City and throughout the United States may be requiredPhysical Conditions: Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged time periods; light lifting/carrying; general manual dexterity required; must be able to operate assigned vehicle; work shifts may vary during emergencies.
Examples of Work PerformedSupervises central stores personnel including storekeepers, accountant, gear-cleaner, truck driver, and some fire department uniform limited duty personnel
  • Manages CFD Central Stores operations under the direction of the Administrative Bureau District Chief and Assistant Chief
  • Responsible to learn, operate, and remain proficient with the City of Cincinnati Central Financial System (CFS)
  • Responsible for writing bid specs for fire, EMS, technical rescue, office, personal protective, and other types of supplies/equipment
  • Responsible to meet and/or exceed performance objectives of the City of Cincinnati SBE Program
  • Works directly with Fire Officers and Firefighters to ensure that equipment/supplies procured are optimal for the CFD mission
  • Works directly with vendors to procure adequate equipment and supplies for CFD
  • Works directly with City Purchasing to ensure that all City Purchasing guidelines/rules are specifically adhered to
  • Performs all acquisitions according to City Purchase rules/regulations without exception
  • Responsible to implement present and future accounts audits recommendations for central stores operations
  • Responsible to refine and maintain a written plan/work description for all CFD Central Stores Operations for positions already assigned and for future positions
  • Responsible to prepare reports detailing expenditures and product usage trends
  • Responsible to help ensure that CFD operates within their approved budget in the areas of supplies, equipment, cleaning, maintenance and other central stores functions
  • Responsible to continually identify improvements in equipment, supplies and technology that will enhance the CFD mission and operations
  • Responsible to maintain NFPA compliance for CFD PPE inspection, cleaning, repair, and maintenance
  • Responsible to learn, operate, and remain proficient with the City of Cincinnati Fire Department Performance Management System (PMS) and Personnel Accountability System (WARE)
Probationary Period

Twelve months.

Supervision Exercised

This position will exercise technical and functional supervision over professional, technical, and clerical personnel.
