THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SECURITY SPECIALIST (PROTECTION), Position Description Number D2500P01 and is part of the Alaska Army National Guard. MajorDuties

  • Serves as the Antiterrorism/Force Protection (ATFP) Planning Support Specialist on all aspects of ATFP. Plans the development, implementation and operation of the ATFP program in support of policies, regulations and programs. Develops the overall ATFP plan for Army National Guard facilities within the State. Provides direction, guidance, advice and assistance to all subordinate elements on the ATFP program. Provides crisis management planning and execution assistance in the event of a terrorist attack or other emergency situations. Assures the adequacy of policies, plans, directives, budgets, procedures and other appropriate media required to plan and implement ATFP projects, tasks, and operating programs for carrying out emergency response missions in an emergency ATFP situation. Develops scenarios for ATFP exercises to test and coordinates participation in exercises to test, evaluate and validate selected portions of the overall Command ATFP plan. Advises the Command Group upon completion of exercises and simulations. Adjust or revises plans, and programs as required. Incumbent may be required to assist with a wide variety of plans, training and operational tasks, to include, but not limited to, staffing actions, tasking, preparing and presenting briefings, coordination of training requirements, planning/conducting special events, and reviewing Serious Incident/ Command Critical Information Requirements Reports (SIR/CCIR). Serves as State security monitor; encompassing Physical Security (PHYSEC), Antiterrorism (AT), Operations Security (OPSEC), ISOPREP, Visitor Control and other Security and Crime Prevention programs to ensure command compliance with all applicable Security Regulations. Manages the Contract Security Guard contract and serves as the point of contact for all Visitor Control issues. Assists in mandatory training and briefings for OCONUS travel to low, medium, and high threat countries. Maintains appropriate records to document training for individuals attending ATFP training or briefings. Plans, conducts, directs the conduct of, or coordinates on security site studies, projects, assessments, and surveys of the facilities in relationship to and protection activities. Works with Construction Facilities Management Office to assess and sign off on all construction projects in the state to ascertain that Protection construction standards are met. Incumbent analyzes data to identify physical and operations security or compliance or noncompliance, vulnerabilities, trends, strengths, and benchmarks. Determines, formulates, coordinates, and implements specific command guidance and actions to correct security deficiencies, overcome vague or competing requirements, promote the growth of sound security procedures, and justify major fiscal expenditures and procurement of needed security aids and equipment, manpower and infrastructure. Maintains the State Mission Assurance Risk Management System (MARMS) database. Maintains a thorough knowledge of the Command protection mission and functional assignments to assure the effective integration of individual tasks, responsibilities and assignments into overall plans and procedures. Participates in conferences, gives presentations, or conducts briefings to disseminate protection planning guidance and assistance as required. Analyzes higher headquarters protection plans and recommends appropriate command response or action. Plans protection support requirements with the other directorates at the JFHQ. Analyzes protection plans submitted by subordinate units to advise the commander concerning significant trends impacting on operations of the organization. Coordinates the participation of the command in exercises. Develops and publishes exercise guidance, coordinates the development of all required exercise products, to include Master Scenario Events Lists (MSEL) items, implementations, and staff control instructions. Analyzes causes for program shortfalls, cost overruns, and failures to meet goals. Initiates action to assure assigned program objectives are met. Recommends a change in the program when changes in mission or requirements necessitate. Determines best methods for correcting program deficiencies. Represents the Deputy Chief of Staff for Operations (DCSOPS)/ Assistant Deputy Chief of Staff for Operations (DCSOPS) at meetings, conferences, workshops, panels, etc., at NGB and other deferral agency levels as a state technical authority. Serves as a member and acts as the chairperson for various boards and working groups to include the Protection Charters and Threat Working Group. Determines the need for, organizes, and conducts meetings, conferences, and workshops at the JFHQ, Brigade, or subordinate unit level to discuss and resolve specific protection issues or problems, or highlight new security policies, procedures, and requirements. Performs other duties as assigned.

EDUCATION REQUIREMENTS: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related NOTE: Equivalent combinations of education and experience are qualifying; both education and experience are acceptable. - INDEFINITE: Indefinite employees may be separated with a 30 days' notice. Indefinite employment is temporary and is expected to last more than one year but no more than five consecutive years. Indefinite employees may be converted to permanent without further competition. AKNG permanent technician will retain their permanent status if selected for this position, and may be promoted, reassigned or changed to lower grade if selected for this position, and will be required to return to their permanent position unless action is made on a permanent basis. Permanent authorization may not cross service boundaries, or funding categories, (i.e., ARNG to ANG, or 176th WG to 168th WG). - If you are a current Federal employee or former Federal employee, you must submit a copy of your latest SF-50 "Notification of Personnel Action" and/or a copy of the SF-50. You may submit your most recent performance appraisal. - The National Guard is exempt from the Veterans Preference Act.
