As Security Manager/Foreign Disclosure Representative, you'll manage the organization's industrial, personnel, information, and operational security functions while administering the Command's Foreign Disclosure Program. You'll ensure compliance with DoD requirements while enabling critical information sharing with coalition partners and international stakeholders. This role balances rigorous security compliance with operational mission support, requiring sound judgment and the ability to coordinate across senior military, government, and international organizations.WHAT YOU'LL DOLead day-to-day security operations supporting classified and sensitive programs, facilities, personnel, systems, and informationAdminister personnel security actions, including clearance submissions, visit requests, access eligibility verification, indoctrinations, debriefings, and incident reportingMaintain compliance with DoD, national, and contract security requirements governing classified information, physical security, and safeguarding proceduresManage classified holdings, storage, transmission, destruction, accountability, and access controls for classified and controlled unclassified informationConduct internal security reviews, self-inspections, audits, and compliance assessments while implementing corrective actionsDevelop, update, and enforce security policies, standard operating procedures, and local work instructionsDeliver security education, awareness, and training to employees, leadership, and program personnelExecute and manage the Command's Foreign Disclosure Program in accordance with the National Disclosure Policy and DoD foreign disclosure directivesReview, staff, and process foreign disclosure requests involving classified military information, controlled technical information, briefings, documents, and international exchangesAnalyze requests for releasability, disclosure limitations, originator control, classification, export control, and third-party transfer restrictionsPrepare recommendations for the Foreign Disclosure Officer and leadership regarding approval, denial, or escalation of disclosure requestsCoordinate disclosure actions with O-6 and above officials, program offices, legal counsel, intelligence, operational staff, and external agenciesMaintain accurate records, case files, logs, and status tracking for disclosure actions, approvals, denials, and supporting rationaleSupport multinational operations, exercises, briefings, and engagements by ensuring information shared with foreign partners is properly reviewed and authorizedServe as a trusted liaison between security, operations, program leadership, and international partner stakeholdersPrepare metrics, reports, and briefings for leadership on security posture, disclosure workload, compliance status, and program risksWHAT YOU BRINGBachelor's degree from an accredited college or universityActive TS/SCI clearanceMinimum 5 years of combined experience in security management, industrial security, personnel security, information security, or related security functionsAt least 1 year of foreign disclosure experience within the last 3 yearsDemonstrated experience interpreting and applying DoD security and foreign disclosure regulations, directives, and policiesHands-on experience with standard Federal Security systems (DISS, MP-ICAM)Experience in submitting, tracking, and processing personnel security and clearance-related actionsExperience handling classified information and maintaining compliance with safeguarding and accountability requirementsAbility to manage multiple actions simultaneously, prioritize effectively, and meet deadlines in a high-tempo environmentStrong written and verbal communication skills, including ability to prepare decision memoranda, policy guidance, and executive-level correspondenceAbility to coordinate with senior officials and cross-functional stakeholders on sensitive security and disclosure mattersPREFERRED QUALIFICATIONSMaster's degree in security management or related fieldPrior experience as FSO, Security Manager, CPSO, Special Security Representative, or Foreign Disclosure Representative in DoD or a national security environmentExperience supporting geographically dispersed teams and stakeholders across multiple locationsCompletion of DIA Foreign Disclosure in-residence training or equivalent advanced foreign disclosure trainingCompletion of relevant CDSE training in industrial security, personnel security, derivative classification, foreign disclosure, and export controlsFamiliarity with National Disclosure Policy, DoD foreign disclosure guidance, export control frameworks, and releasability determinationsExperience supporting multinational, joint, coalition, or security cooperation activitiesDemonstrated ability to work independently and exercise sound judgment on complex, ambiguous, or sensitive casesCertifications: CISSP, CISM, CompTIA Security+, NCMS (ISP), SFPC SecurityCDSE coursework in foreign disclosure, industrial security, classified information protection, and related security disciplinesWHY K2K2 is an SBA 8(a) Native Hawaiian Organization building world-class teams for critical DoD missions, committed to building a legacy through excellence.
