Seasonal Utilities Laborer

The principal function of an employee in this class is to perform a variety of entry level semi-skilled and skilled physical tasks in the Utility Services Division's water distribution system and sewer collection system. An employee in this class works under the direct supervision of the Utilities Supervisor.

  • Assists with the installation, repair, and replacement of water meters, service connections, mains, valves, and fire hydrants.
  • Assists with the installation, repair, and replacement of sanitary sewer mains, laterals, service taps, manholes, and related collection system infrastructure.
  • Assists with stormwater system maintenance, including catch basins, storm lines, and drainage structures.
  • Assists with cleaning and CCTV inspection support of sewer mains and related infrastructure.
  • Performs excavation support activities including shoveling, trench preparation, pipe handling, and backfilling.
  • Operates hand tools and light equipment in support of utility repair and maintenance work.
  • May operate pickups, pumps, air compressors, generators, and other equipment after receiving appropriate training and authorization.
  • Assists with traffic control setup and site safety during utility repair and maintenance activities.
  • Performs heavy physical labor including lifting, digging, carrying materials, and assisting with pavement restoration following utility repairs.
  • Assists with maintenance of tools, equipment, and materials used in utility operations.
  • Maintains cleanliness of work areas, facilities, and equipment following completion of work activities.
  • Responds to customer questions, requests, or concerns encountered in the field in a courteous and professional manner and refers issues to the Utilities Supervisor when necessary.
  • Performs work duties in accordance with City policies, safety procedures, and industry standards.
  • Assists with emergency response related to utility system failures, water leaks, sewer backups, and stormwater issues as directed.
  • Performs other related duties as assigned.
Knowledge of:
  • General principles, practices and methods of principles, practices and safety aspects of storm water systems, water distribution and sewer collection systems, hydraulic systems, and related equipment.
  • Safe use and maintenance of heavy physical labor equipment, hand and power tools.
  • Proper methods of lubricating, maintaining and adjusting equipment.

Abilities:
  • Work variable hours and shifts, including evenings, weekends, and holidays.
  • Operate a variety of job-related equipment and perform minor repairs as required.
  • Operate a motor vehicle and other construction and maintenance equipment.
  • Communicate effectively to establish and maintain positive working relationships with co-workers and organizations or individuals encountered with the community and general public in performance of job responsibilities.
  • Read, write, speak and comprehend the English language.

Physical Demands:
  • Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions, communication with other employees and the public, and discern warning or emergency alarms, including vehicle backup warnings.
  • Sufficient vision or other powers of observation, with or without reasonable accommodation, which permits the employee to comprehend written work instructions and work orders; read gauges and other indicators; perform laboratory tests; and operate varied job-related equipment.
  • Sufficient manual dexterity with or without reasonable accommodation, which permits the employee to operate a variety of power and hand tools and to make adjustments to equipment.
  • Sufficient strength to lift objects up to 100 pounds and to perform heavy physical labor for extended periods.
  • Sufficient body mobility, flexibility, stamina, and balance to perform operational and maintenance tasks which require stooping, pushing, pulling, climbing and working on ladders, working in enclosed and confined spaces.

Working Conditions:
  • Work is performed primarily outdoors with frequent exposure to adverse weather conditions, pollen, dirt and dust.
  • The incumbent's typical working conditions are frequently loud, and may include exposure to light machinery noise.
  • Duties may require evening, weekend, holiday and/or on-call work availability.
Education and Experience:
  • Experience in performing skilled maintenance and/or construction tasks involving heavy physical labor.
  • Experience in performing heavy and strenuous physical labor in construction, water distribution and/or sewer collection systems, or streets is preferred.
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work of a Seasonal Laborer.
Licenses and Certifications:
  • Valid driver's license.
  • Ability to successfully pass a pre-employment drug test and be insurable.
  • Must be available by mobile phone
  • Able to respond to emergencies within 45 minutes
