We are looking for a Tech Innovation Policy Advisor to join the Rural Health Transformation Program (RHTP) Divisionof the Office of Medicaid & CHP Behavioral Health Initiatives & Coverage (BHIC)!
TheRHTPDivision ofBHICis responsible for the full lifecycle management of the State’s RHTP initiative, encompassing program planning, implementation, monitoring, and reporting functions. The division ensures the State’s compliance with the statutory and federal requirements of Section 71401 of Public Law 119-21 and the RHTP Notice of Funding Opportunity. Its work focuses on strengthening rural health system capacity through grant administration, provider technical assistance, workforce and service delivery initiatives, and evaluation of system transformation outcomes. The division manages partnerships with subrecipients, contractors, and federal agencies to ensure that investments support sustainable access to high-quality care in rural communities.
We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.
**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**
Serves as staff authority on technology innovation in rural health, and provides strategic leadership, and operational oversight for the Technology Innovation strategic goal under the RHTP grant.
Leads efforts to increase access to telehealth services in rural communities by supporting infrastructure development, advancing technology adoption, coordinating with clinical and community partners, and addressing barriers to digital access and connectivity.
Evaluating telehealth platforms, ensuring alignment with regulatory requirements, and promoting sustainable
models of virtual care delivery.
Oversees the development and deployment of cybersecurity education and training programs to strengthen organizational resilience by coordinating with vendors and subject matter experts, promoting best practices for data protection, and supporting rural providers in meeting evolving security standards and compliance requirements.
Guides the creation and enhancement of data dashboards that provide actionable insights to stakeholders.
Defines reporting requirements, collaborating with technical teams on design and functionality, ensuring data accuracy and integrity, and promoting data-driven decision-making across participating organizations.
Provides project management support for the Technology Innovation strategic goal by developing project plans and timelines, tracking deliverables and milestones, managing risks, coordinating cross-functional teams, and ensuring compliance with RHTP grant requirements.
Monitors performance metrics and prepares reports to demonstrate progress and outcomes.
Collaborates with internal leadership, rural providers, technology vendors, community partners, and state and regional stakeholders to ensure alignment, gather feedback, and drive continuous improvement by facilitating meetings, presenting updates, supporting change management efforts, and serving as a key point of contact for technology-related initiatives within the RHTP.
This position provides direct project oversight and grant activity support through regular relevant travel to rural areas of CO.
This is a term-limited position with funding through September 30, 2030.

DEFINITION OF PROFESSIONAL EXPERIENCE:
