A RT III- Team Lead demonstrates self-control, situational awareness, proper planning, caution, and foresight when using heavy equipment.Distinguishing CharacteristicsRT I:Works under the general supervision of the Public Works Director or Public Works Supervisor and may report for daily work assignments to a RT II, or RT III-Team Leader. Supervising other staff is not a normal responsibility of this class. The RT I represents the second level of the Road Technician career ladder. RT I will be qualified to participate with RT II in any skill area, however, will concentrate on general labor and use of hand tools and lighter duty equipment.RT II:Works under the general supervision of the Public Works Director or Public Works Supervisor and may report for daily work assignments to a fellow RT II, or RT III-Team Lead. Demonstrates leadership and may be called upon to direct subordinates in regard to material and equipment needs for specified projects. The RT II is the second, and senior level in a multi-tiered career path for maintenance and construction of public works. Advancement potential exists to RT III-Team Lead for incumbents having advanced skills in multiple unrelated areas, for example, heavy equipment professional, crusher operation, certified welder, and private heavy civil construction professional.RT III: Team Leader is the senior and master-level in a career path for maintenance and construction of Public Works infrastructure that include roadways, storm-sewer drainage and rock crusher operations and is responsible for the overall productivity of the crew that leads and performs a variety of skilled to general labor work in connection with the construction, repair, and maintenance of roadways, and related public works infrastructure. This position works under the general supervision of a PW Supervisor and may work as a lead person to direct subordinates in regard to material and equipment needs for specified projects, may act as PW Supervisor in their absence. May be called upon to supervise and direct subordinates, crusher and road projects. The RT III-Team Lead functions as a department leader and as such must be a highly skilled equipment operator of large machines such as a motor grader, asphalt paver, wheel loaders, track loaders, backhoe loaders, excavator, crane, and bulldozers.RT I:- Perform heavy manual labor, digging ditches, asphalt patching and paving, chip sealing, asphalt crack sealing, concrete placement, cleaning and installing culverts, cutting and burning brush and trees, spraying weeds, removing obstacles from roadway and adjacent areas, hand loading and unloading all types of materials into trucks.
- Work and perform duties at the rock crusher under supervision.
- All duties will be performed with appropriate PPE and safety requirements met
- Complete routine manual work preparing and installing traffic signs, repairing guard rails, fences, signposts, and mailboxes.
- Control traffic manually through and around construction and maintenance projects.
- Operate a variety of medium to large equipment including dump trucks also includes plowing snow in inclement weather
- Regular attendance is an essential function of this position.
- Perform other duties as assigned that support the overall objective of the position.
RT II: The Road Technician II is capable of performing any of the following general and special functions. Performs general labor and highly skilled public works maintenance activities such as:
- Cleaning and inspecting culvert pipelines, sweeping, earthwork, public infrastructure construction, installing, leveling, compacting, and maintaining asphalt and concrete, metal fabrication, masonry, rock crusher operations, and other utility labor.
- Operates small-to-heavy construction equipment such as the chip spreader, paving machine, crane, sweeper, backhoe, water truck, loader, grader, concrete/asphalt saws, chain saws, flusher, and other equipment assigned to Road Technician classifications.
- Identifies needed repairs and may perform routine preventive maintenance of vehicles and large equipment.
- Available to respond to urgent situations or emergencies and performs snow/ice and other weather-related response.
- Participates and may independently inspect the work of independent contractors performing public works construction.
- Prepares material and labor cost estimates for construction and maintenance assignments.
- Constructs forms, places and finishes concrete structures for pipe collars, curbs, gutters, sidewalks, and other related areas.
- Digs ditches and backfills trenches and holes.
- Breaks, excavates, and repairs concrete and asphalt surfaces.
- Works by hand, backhoe, or other mechanical excavator and performs general earthwork required for street or right of way maintenance.
RT III: The Road Technician III-Team Leader is capable of performing any of the following general and special functions:
- Schedules, organizes and guides work projects, including estimating time and materials, equipment and supplies, and making field crew assignments.
- Oversees and performs general labor and skilled public works maintenance activities such as, but not limited to, sign work, rock crusher operations, bridge construction and maintenance activities, street sweeping, earthwork, public infrastructure construction, installing, leveling, compacting, and maintaining asphalt and concrete, culvert installation, and other utility labor.
- Operates and trains others in using medium-sized and heavy construction equipment such as the paving machine, chip spreader, crane, tack truck, backhoe, track-hoe, water truck, loader, grader, roller, concrete saw, and other equipment assigned to Public Works.
- Identifies needed repairs and may perform routine preventive maintenance of vehicles and large equipment.
- Coordinates, performs, and reviews the results of manual labor ground activities such as digging, grading, finish raking on a patch crew, chip seal operations, slurry seal preparation, crack seal crew operations, and coordinating operations at the rock crusher.
- Constructs, forms, places, and finishes concrete structures such as curbs, gutters, sidewalks, and flat slabs.
- Digs and backfills trenches and holes. Breaks, repairs, excavate, and replace concrete and asphalt surfaces.
- Works by hand or with a mechanical excavator and performs general earthwork required for road maintenance.
- Performs asphalt paving activities, including paver operation, chip spreader operation, raking, roller operation, and paving operations planning.
- Paints or installs thermoplastic road striping and legends, including cross walk lines, curbs, and traffic control symbols.
- Produces, installs, repairs, and maintains street signs. Supports a wide variety of County requests by overseeing and participating in traffic control, and equipment operation. Trims, sprays, and control weeds, including the retrieval of litter or other debris in the right of way.
- Performs other duties as assigned that support the overall objective of the position.Performs all the job responsibilities of a Public Works Road Technician I and Road Technician II.
- Performs a variety of tasks in the maintenance or construction of highways, bridges and other public works projects.
- Operates the following types of equipment: grader, crawler tractor, two axle trucks, patching truck, air compressors, power brooms, static/vibratory rollers, wheel loaders, three axle trucks with trailer, and backhoe. Works independently on assigned tasks or as a part of a crew assigned to specific projects.

Must pass a post offer physical capacity test and be able to lift a minimum of 50 lbs. Must take and pass a drug and alcohol test prior to employment. Typically requires at least two years as a Road Technician II, (or RT I) or 5 years in Public Works, or equivalent. The assignment allows a 24-month window to meet the criteria of the position.Working ConditionsWork is performed indoors and outdoors where some safety considerations exist from physical labor and handling of light-to-medium weight, yet awkward materials. The position requires bending, lifting, grasping, twisting, pushing, pulling, crawling, kneeling, walking on uneven ground, climbing, and using a ladder or stairs. Must be available to work seven days a week outside of normal work hours and in adverse weather conditions as directed.

RT III Lead Assignments. The County may assign or reassign RT III-Leads using the following guidelines:- The County shall post available positions fifteen (15) days before the position(s) becomes available. The County shall allow current employees in RT I or RT II positions to express interest in the position.
- The County shall consider any candidate's work history, including any experience the candidate may have. The County is not prohibited from seeking outside candidates for the position of RT III-Lead if a vacancy in a RT position occurs.
- RT III- Lead assignments shall be for a period of twelve (12) months from the date of appointment. A RT I or RT II assigned as a RT III-Lead, may remain in the position, if within thirty (30) days of the RT I or RT II’s appointment to RT III-Lead anniversary date, the RT notifies the County in writing their request to remain in the position. The County will review the request and within fifteen (15) days notify the RT if the request was granted or denied. The County has exclusive right to deny the continuation and does not need just cause to deny the renewal.
- If the RT III-Lead assignment is renewed the County shall follow subsection three (3) above.
- If the RT III-Lead assignment becomes available, the County shall again post the RT III-Lead assignment position in accordance with subsections one (1) and two (2) above.
- Except for the initial twelve (12) month assignment, the County may only remove the RT from the RT III-Lead Assignment during any twelve (12) month assignment period by following the disciplinary process outlined in Article 12 of the Public Works Collective Bargaining Agreement.
- A RT who is either removed from a RT III-Lead assignment or otherwise leaves a RT III-Lead assignment shall return to their original RT position.
