General Description: This is a para-professional position specifically tasked with all workload related to collection software functions, in addition to Revenue Collections Agent functions. The incumbent performs investigative and follow-up field and office work in collecting current and delinquent personal property and real estate taxes, returned checks and collections for various County Departments.

Organization: The Revenue Collections Systems Specialist reports to the Business Manager of Collections.

Essential Functions:
  • Works with Treasurer's Business Manager of Collections to develop and improve complex and automated collection processes and procedures.
  • Serves as lead contact for VA Department of Taxation, Department of Motor Vehicles, Virginia Employment Commission and other collection partners outside the Treasurer's Office for automation security, and compliance and other State policy issues.
  • Oversees software training for collection staff, including new collection functions and updates as they occur.
  • Helps the Treasurer's Systems Administrator analyze collection data and develop successful collection processes with regard to available software functions.
  • Acts as lead contact in absence of Treasurer's Business Manager for Collections.
  • Assists the Treasurer's Systems Administrator in developing collection-related software solutions.
  • Is responsible for development and maintenance of the Collections division's software capabilities, including reporting, coding development, ad hoc report creation, file organization, and file retention.
  • Explains requirements for compliance with the laws concerning enforcement of payment of delinquent taxes.
  • Handles correspondence dealing with complex problems and questions of tax liability
  • Initiates tax liens and summonses.
  • Maintains records on all delinquent taxes collected.
  • Researches delinquent accounts for correct addresses, employment and banking data to aid in collection.
  • Assists taxpayers in working out payment plans based upon ability and legal requirements.
  • Assists taxpayers with difficult or unusual problems regarding payments.
  • Analyzes the more difficult collection situations and advises an appropriate course of action.
  • May appear as agent for the county in court.
  • Performs related work as assigned.

Knowledge, Skills and Abilities:
Ability to interact positively with the public, State agencies, co-workers and other County is required. Wide-ranging knowledge of the laws pertaining to the collection of delinquent accounts; considerable knowledge of collection processes, techniques, and opportunities. Excellent oral and written communication skills. Strong knowledge of current computer technology - Microsoft platform products preferable and Avenity software desired. Basic knowledge of records maintenance and ability to maintain general office records. Ability to maintain positive interaction with the public, even under extreme conditions, is required.

Education, Experience and Training
Associates degree in business and three (3) years of related work experience, or High school diploma or equivalent and five (5) years of collection experience – OR – or Any equivalent combination of education, experience and/or training sufficient to demonstrate the desired knowledge, skills and abilities.
