The Revenue Assurance Investigator monitors water and power diversion activities to ensure compliance with the Authority's standard requirements for electrical and water service to consumers. This includes coordinating all activities related to investigating water and power theft, preparing reports with supporting documentation, and securing all evidence to document findings. Because the Authority has a primary responsibility to serve the public 24 hours per day an employee in this class is expected to work overtime as conditions demand and may be required to accept overtime on short notice during emergency or unusual conditions. Review preliminary water and power diversion cases and decides whether to pursue further investigation.
investigates canes pertaining to water and power theft on customer's premises.
Observes conditions to verify theft of water and/or power and secures evidence to document all findings.
Conducts interview with customer enforcement officials met their premises and/or establishment, with or without the presence of law.
Prepares reports of investigations with Supporting documents for use by administrative or legal authorities.
Establishes probable cause for prosecution of customer; participates in judicial proceedings on the Authority's behalf.
Testifies in court at administrative hearings and in civil and/or criminal courts as an expert witness on water and power diversion and PSC inquiries.
Provides instruction and assistance regarding the investigation of water and power theft to WAPA personnel (Meter Servicemen, Meter Readers) officials.
Develops and recommends new techniques to combat water and power diversion.
Conducts presentation to civic and special interest groups on water and power diversion.
Knowledge of principles involved in metering and investigative procedures.
Knowledge of the principles of electricity and water as they apply and affect the installation and removal of meters.
Knowledge of safety rules and regulations, occupational hazards and safety precaution of the trade.
Knowledge of the island's geography and street locations,
Knowledge of PC and different software applications.
Ability to express oneself in a clear and concise manner verbally and in writing.
Ability to use testing apparatus to detect leaks.
Ability to read maps and other engineering drawings and specifications; aloe to follow diagrams and to make mathematical calculations.

High School Diploma or equivalent and 2 - 4 years of progressively responsible experience in Meter or Electrical work, two (2) years of which must have been as an independent worker, and must be computer literate.
