The Department of Adult and Juvenile Detention is seeking a dedicatedResident Grievance Administrator (Administrator II) to join our team on-site!This critical role requires a hands-on presence at our facilities, where the Resident Grievance Administrator (RGA) will be instrumental in ensuring the fair and effective resolution of jail resident grievances at both adult facilities.

ABOUT THE DEPARTMENT:The Department of Adult and Juvenile Detention (DAJD) is a professional and nationally recognized organization that supports safe, vibrant, and healthy communities in partnership with other criminal justice and human service agencies. DAJD operates the largest county adult detention system in the State of Washington, housing an average daily population of approximately 1500 individuals.

The job description is an overview and is intended to describe the general nature and level of work being performed. As the Resident Grievance Administrator, this position will:

Grievance Process Management: Oversee the entire grievance process from receipt to resolution, ensuring strict adherence to established policies and procedures. Track and monitor all submitted grievances to guarantee timely completion and follow up with section grievance coordinators through established check-ins. Regularly report updates to Command Staff on the status of grievances.
Grievance Handling: Serve as the main point of contact for individuals seeking information about the grievance process. Receive, evaluate, and assign grievances to section coordinators for further processing. Carry out a preliminary review to assess whether the details qualify as grievable. Track submissions and ensure residents are informed once the grievance process is completed. Confirm that responses adequately address grievances and include appropriate supporting materials (e.g., incident reports, officer reports, PREA/Use of Force checklists).
Technical and Functional Support: Provide technical and functional support for the Jail Management System (JMS) grievance process, ensuring that all users understand and can effectively navigate the system.
Reporting: Maintain accurate records of grievances, including investigation details, actions taken, and outcomes. Facilitate regular check-ins with section coordinators, ensuring any delays are justified, and prepare reports on grievance trends and resolutions for management review.
Policy Development and Compliance: Ensure compliance with all relevant laws, regulations, and organizational policies related to grievance procedures. Draft and propose policy revisions as needed, and provide guidance to residents, section coordinators, and staff on grievance-related matters.
Training and Education: Develop and deliver training programs for staff and residents on grievance policies, JMS/tablet processes, proper grievance responses, and how residents can effectively write grievances. Provide regular feedback to staff responding to grievances with an eye toward quality control and improvement.
Collaboration and Communication: Collaborate closely with division staff, leadership, ADA and language access specialists, HR, legal advisors, and other relevant departments to address complex grievances and implement changes that reduce the occurrence of common grievances. Support DAJD operations by providing backup functions for the ADA Coordinator, ensuring accessibility, compliance and continuity of services.
Continuous Improvement: Monitor and assess the effectiveness of grievance procedures, recommending enhancements to improve efficiency and maintain a consistent workflow that benefits both staff and residents.

  • Excellent written and verbal communication skills, with a talent for engaging with diverse communities.
  • Strong problem-solving and facilitation abilities, adept at balancing competing interests to achieve results.
  • Experience in basic process improvement.
  • Proficient in policy analysis, research, and information gathering.
  • Ability to provide clear feedback to others.
  • Strong organizational skills.
  • Proven ability to maintain confidentiality and handle sensitive information with discretion.
  • Experience working within a jail or correctional facility and/or with detainees.
  • Background in customer service and resolving complaints.
  • Intermediate proficiency in Microsoft Office 365, including Teams/SharePoint, Word, Excel, and Outlook.

UNION MEMBERSHIP: This position is not represented by a collective bargaining agreement.

WORK SCHEDULE: The position will work a 40 hour work week and is overtime eligible per the provisions of the Fair Labor Standards Act (FLSA). The typical work schedule is Monday through Friday, 8:00 a.m. – 5:00 p.m.

WORK LOCATION: The work associated with this position will be performed onsite. Travel to DAJD sites across King County will be required.
