The starting hourly rate for this position is $24.57 - $28.25 depending on qualifications.

Responsible work in the coordination of regulatory compliance for Public Works. This position involves gathering, organizing, maintaining, and compiling department records utilizing moderately complex and varied methods. Facilitates the development of public trust and confidence in the City.


This position is considered an "Essential Position" for the purpose of Emergency Management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials.

  • Keeps the mission, vision, and values of the City of Port St. Lucie and Public Works Department at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
  • Saves, tracks, and updates files to Fusion and project folders.
  • Maintains, scans, and stores Public Works Department Regulatory Division paper and electronic records in accordance with state records retention guidelines and department policies and procedures.
  • Accesses, inputs, and retrieves data from computer system, including incoming and outgoing email and other forms of communication. Saves information to the appropriate file.
  • Receives and screens phone calls, responds to contractor and customer questions, and schedules commercial inspections. May route phone calls to appropriate department, division, and/or employee.
  • Provides high level of customer service to internal and external customers. Accomplishes customer service goals and department expectations of customer service excellence.
  • Performs research and retrieval of records and conducts statistical comparisons of information for the Public Works Department Regulatory Division. May assist in the preparation and maintenance of department records.
  • Responds to Regulatory Division Public Records Requests and staff requests by researching existing files, maps, and other records to provide information on demand.
  • Uses Image Director when performing research and/or compiling information.
  • Records documents as required by St. Lucie County.
  • Receives payments by check and/or credit card.
  • Maintains calendars and schedules appointments and/or meetings for the Regulatory Division.
  • Enters bond information into Munis Bond Management System.
  • May enter grant information into Munis Grant Entry Module.
  • May process road/lane closure requests and notifications.
  • May assist the Permitting Customer Service Section by providing backup when needed.
  • May be required to work hours other than standard day shift.
  • Acts as a courier when needed.
  • Creates and maintains projects, files, and downloads documents from Fusion into the respective project folder.
  • Updates, saves, and distributes Site Plan Review Committee (SPRC) Agendas with Public Works reviewers.
  • Attends the SPRC meetings, may be required to represent PW as a voting member of SPRC and other committees.
  • Creates and coordinates online group plan review sessions.
  • Works during emergency situations as required.
  • Regular and punctual attendance.
  • Other duties as may be assigned.

EDUCATION AND EXPERIENCE

Graduation from and accredited high school or possession of an acceptable equivalency diploma required. A combination of three (3) years’ experience in permitting regulatory compliance, utilization of Bluebeam software, records retention, data entry, and customer service experience is required.

A comparable amount of training, education, or experience may be substituted for the minimum qualifications.


CERTIFICATES, LICENSES, REGISTRATIONS

  • Possession of valid driver’s license and maintenance of clean driving record required with the ability to obtain a valid Florida driver’s license within 30 days from date of hire.


KNOWLEDGE, SKILLS, & ABILITIES

  • Knowledge of business English, spelling, and punctuation.
  • Knowledge of general office practices and procedures.
  • Knowledge of the Department and City's policies, procedures, and practices.
  • Knowledge of construction terminology and documentation.
  • Knowledge of telephone etiquette.
  • Knowledge of modern record-keeping methods.
  • Knowledge of Bluebeam Revu.
  • Knowledge of Microsoft Suite, including but not limited to Excel, PowerPoint, Outlook, Word, and Teams.
  • Skill in the use of a PC, keyboard, and mobile devices
  • Skill in the use of office equipment such as copy machine, scanner, fax machine, printer, and/or shredder.
  • Ability to access, input, and retrieve information from a computer.
  • Ability to establish and maintain effective working relationships with employees and the public.
  • Ability to communicate effectively in writing and orally.
  • Ability to focus on the positive in every situation.
