POSITION SUMMARY:
Responsible for supporting the implementation of the Department of Public Works safety program, which may include training, investigation, analysis of accidents and monitoring hazardous materials. Provides technical support to safety supervisor and/or manager in overseeing safety practices in each of the five (5) bureaus of DPW (Engineering, Environmental Services, Facilities, Highways, and Utilities). Work includes assisting with compiling safety data from the bureaus into a centralized department database; providing on-site safety oversight support to bureaus, as needed; conducting safety training; attending coordination meetings and working under the direction of the safety supervisor and/or safety manager. Work at this level requires handling of confidential information.

STARTING SALARY HIRING RANGE:
$30.17 - $40.73 HOURLY
$62,751 - $84,710 ANNUALLY


CLASS DESCRIPTION:
Performs senior technical level licensing, inspections and regulations work under general supervision from an administrative or technical superior.

  • Knowledge of occupational hazards and safety precautions involved the operating of equipment and performing various types of work on public works job sites.
  • Assist with the ongoing evaluation of safety practices, identify areas of improvement, and determine any potential hazards or risks.
  • Assist with the review and update of safety policies and procedures resulting from changes in regulations, industry best practices, or organizational needs.
  • Conduct safety training sessions to educate employees about the DPW safety program, including employee roles and responsibilities, and safety in the workplace.
  • Work with Risk Management as directed or needed on safety practices, areas of improvement, and determining potential hazards.
  • Provide training on general safety awareness, hazard communication, personal protective equipment (PPE) usage, and training as needed to support the department’s operations.
  • Teach, support, and follow incident reporting and investigation procedures.
  • Attend regular safety meetings, create safety bulletins, newsletters, or digital communication platforms to keep employees informed and updated on safety protocols and procedures.
  • Serves as a resource to County employees on matters of industrial health & safety and maintain a strong "in-the-field" presence.
  • Engage with employees positively to help create a culture of safety.
  • Assist with the reporting and analysis of incidents, accidents, or unsafe conditions to identify root causes and implement corrective actions.
  • Assist with safety audits as needed.
  • Work with staff to create job hazard analyses and hazard assessments at DPW locations.
  • May occasionally be required to work evenings and weekends with advance notice where possible.
SUPERVISORY RESPONSIBILITIES:
This job has no supervisory responsibilities.High School Diploma or GED with six (6) years of related experience or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:
  • Experience and ability to work with line workers and supervisors.
  • OSHA 10 Certification.
  • Experience operating and/or working around heavy equipment (excavator, skid steer, chipper/grinder).
  • Experience managing temporary traffic control.
  • Experience with tree felling and bucket trucks.
  • Strong knowledge of OSHA and FMCSA regulations.
  • Safety certifications or training (ASP,CSP, CHST, OSHA 30 hour, Temporary Traffic Control, Flagger, etc.).
  • Experience implementing new safety initiative.

While performing the duties of this job, the employee is regularly exposed to outside weather conditions and unfinished construction sites. The noise level in the work environment is usually moderate.

Must be able to climb stairs, ladders, steep slopes, and inclines. Must wear protective clothing, i.e. hard hats and safety shoes. Must be able to endure adverse climatic conditions and perform work at elevated heights. Must use alternative means of accessing multistory areas during the construction process.

LANGUAGE SKILLS, MATHEMATICAL SKILLS, AND REASONING ABILITY:
  • Ability to read, analyze, and interpret general codes and standards, professional journals and bulletins, technical manuals and governmental regulations.
  • Ability to write reports, business correspondence, and letters.
  • Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Ability to calculate figures and amounts such as pressure, loads, rates and flow; Ability to apply concepts of basic algebra and geometry.
  • Ability to solve practical problems and interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • Ability to electronically create and manage digital media to write reports, business correspondence, and letters.
  • Ability to effectively present information and respond to questions from groups of managers, tenants, property owners, and the general public.
Class C Maryland Driver’s License Certificates or Licenses as specified in departmental policy by the Appointing Authority.
