We are seeking a Regional Policy Manager to support all agency regional policy activity. In conjunction with legal staff and policy leadership, the role will develop policy guidance and strategy that aligns engagement with PJM Interconnection, LLC (PJM), the regional transmission operator serving Maryland, with related advocacy and policy initiatives, ensuring the State achieves its goals. The Regional Policy Manager may also engage at the Public Service Commission in proceedings and workgroups relating to the electric transmission system and wholesale markets.

Responsibilities: 

● Research and analyze issues to inform MEA’s positions, comments, and other engagement in PJM stakeholder processes, as well as proceedings and rulemakings before the Federal Energy Regulatory Commission (FERC)

● Attend and report on PJM committee meetings and task forces

● Represent MEA positions before regulatory bodies including the Maryland Public Service Commission

● Track and support ongoing policy initiatives, including work groups and petitions

● Assist with other MEA staff, initiatives, and tasks as necessary


Minimum Qualifications:

● Bachelor’s Degree in energy policy, economics, engineering or related field

● Three (3) Years of Experience working on energy or related policy matters

● Analytical expertise and experience demonstrating an understanding of legislative or regulatory analysis ● Experience and comfort meeting and interacting with regulatory officials including formal testimony and informal advocacy

● Excellent speaking, presentation, writing, and analytical skills

● Proficiency in time management, organization skills and deadline adherence

● Ability to effectively collaborate with internal/external stakeholders 


Preferred Qualifications:

● JD or Master’s Degree in energy policy, economics, engineering or related field

● Demonstrated experience with RTO/ISO engagement, writing and communicating complex policy positions and/or developing energy regulatory comments

● Expertise in particular energy subject matter, such as transmission and wholesale markets.

● Past regulatory or utility experience


Position Location:  

A hybrid remote telework and in-office schedule is available per the policies of the Maryland Energy Administration and State of Maryland, which may change from time to time. Currently, this position requires the candidate to be present in the office several days per week. In addition, the individual must be available in person other times as needed to perform certain job functions.  This position follows a hybrid work schedule, with mandatory in-office attendance at the Maryland Energy Administration (MEA) office in Baltimore, MD, every Tuesday and Wednesday.

Salary: 

This is a State PIN employee position. PIN employees are eligible for state employment benefits including health benefits and leave. Additional information about these benefits is available upon request. Salary commensurate with experience and is in the range of $103, 206-$111,494 annually.
