MajorDuties

  • The Regional Director is responsible for the oversight of parks, strategy formulation, advocacy for parks, allocation and management of fiscal and human resources, the development and interpretation of policies, as well as the selection and development of park and regional leadership. Responsibilities include: Oversees the planning, development, and management of a wide variety of programs associated with interpretation, education, visitor use and resource protection, development, construction, facility maintenance, land acquisition, and environmental quality. These programs maintain standards in engineering, architecture, landscape architecture, history, archaeology, forestry, and other natural sciences. Programs managed not only have a local impact, but they also carry national and international recognition and responsibility. Responsible for the fiscal control of funds, direction of human resources and workforce. Manages the protection of park resources, provides oversight for visitor and community services. Serves as a representative of and counsel to the Director on bureau-wide strategic initiatives and operations. Manages the full range of funds available to parks for operations and specific projects, and a broad spectrum of significant public-partnership projects and programs. Leads a broad and varied external affairs program, including partnerships with not-for-profit organizations. Responsible for the effectiveness of numerous public relations activities, friends groups, park partnerships, and youth programs. The Regional Director provides direction to parks to establish and grow strong partnerships and community relations; and supports park and program public affairs, media, and digital communications strategy and messaging. Directs, identifies, and corrects visitor and job safety. Advises Departmental leadership on Department continuity program and initiatives and is subject to recall for continuity operations.

Requirements

U.S. Citizenship You will be subject to obtain/maintain a background/suitability investigation/determination commensurate with the risk and sensitivity level of the position (Tier 5, special sensitive with TS/SCI clearance). Newly appointed SES members must serve a 1-year probationary period. Public Financial Disclosure (OGE-278 filing within 30 days is required.) This position may require pre/post-employment and random drug screening. Selections are subject to Department approval. Initial appointments to the SES must undergo an ECQ based structured interview with Office of Personnel Management (OPM) for SES certification. Males must meet Selective Service Registration Act requirements. To verify registration visit SSS.gov. Agencies must request OPM approval to appoint current or former (within 5 years) Executive Branch political appointees (political Schedule A, Schedule C, or non-career SES) to permanent competitive service, non-political excepted service, or career SES position. You must disclose political appointments held to the Human Resources Office.

Evaluations

You will be evaluated on the quality and extent of your accomplishments and experience. ECQs and TQs must be demonstrated within your two page resume. Applicants who do not demonstrate sufficient possession of the ECQs and TQs will be determined ineligible for further consideration. Separate narratives will not be accepted. If you meet the basic qualifications and eligibility requirements, a panel of SES members will evaluate your resume and determine the degree to which you possess each of the listed qualifications. If the selectee does not have Qualifications Review Board (QRB) certification by the Office of Personnel Management (OPM), he/she will be required to undergo an ECQ based structured interview with OPM for SES appointment approval.

--Veteran's Preference and time in grade restrictions are not applicable to the SES. Competitive status is not required. --Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines. --The Department of the Interior structures its SES positions into categories to determine the pay range. This is a category 2 position with a pay range between $197,200 and $228,000. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department. --Annual pay increases and recognition, if applicable, are based on performance in the SES. --A recruitment incentive may be authorized for a newly selected employee when appointed to a permanent, temporary, or term position.
