Actalent is currently seeking a qualified Real Estate Professional for a position in Pasco, WA. This Realty Technician position provides support to the Real Property Field Services (TERR) organization within the Bonneville Power Administration (BPA). This position will provide support to, and receive guidance from, the region’s multiple Realty Specialists (RS) and Supervisory Realty Specialist. This position generally involves office work but can require fieldwork to support the Field Realty Specialists/Right-of-Way Agents (RS) within their region. This position is responsible for opening and closing land management cases including Land Use Review Requests (LURR) preparation and preliminary research, drafting documents for review by BPA Realty Specialist, as well as preparing exhibits and maps.

Responsibilities

  • Process land use applications by using the Realty Technical Services preliminary checklist, assigning case numbers, setting up cases in the Land Information System (LIS), conducting preliminary research, gathering applicable maps, preparing Land Use Review Requests, and transmitting complete case files to the appropriate Realty Specialist.
  • Assist in verifying legal descriptions for accuracy, consistency, and proper formatting for a variety of legal documents prepared by Realty Specialists.
  • Draft land management, legal, and related documents using existing templates and established processes, ensuring accurate legal descriptions and formatting for Realty Specialist review and approval, and recommend template modifications for unique situations.
  • Support Realty Specialists in mailing and obtaining Permission to Enter Property (PEP) forms for all project-related activities.
  • Research, identify, and summarize organizational property rights and private property ownership for Realty Specialist review.
  • Conduct courthouse real estate research, including ownership, land rights, property descriptions, zoning, and land use planning, and support creation of name and address lists for landowner notifications and PEP forms.
  • Perform fieldwork in support of Realty Specialists, such as conducting directed acquisition activities, delivering documents for landowner signatures, performing crop damage inspections, documenting certificates of inspection and possession, and collecting field data as needed.
  • Maintain a comprehensive “Methods of Access” book to help staff identify routes to access transmission lines and facilities.
  • Verify that all necessary exceptions are included in title reports provided by the Real Property Projects team for project-related activities.
  • Review acquisition assembly packages for clerical and formatting errors and confirm that all necessary acquisition documents are included.
  • Review real estate-related agreements to verify compliance with established requirements.
  • Work with applicants to obtain complete and accurate information on land use applications, including conducting site visits, meeting with property owners, and performing other field research as required.
  • Close case files and prepare them for closing transmittal, including purging completed files, inputting, updating, and verifying information in LIS, and preparing closing sheets.
  • Use various county internet websites and internal applications and systems (including LIS, ProjectWise, Transmission Line Maintenance applications, and Application Extender) to conduct research, reconcile information discrepancies, record and track project activities, and carry out daily work.
  • Assist Information Technology representatives with system updates, patches, and related changes for LIS and other relevant systems as needed.
  • Receive application fees and process them in accordance with established procedures.
  • Answer telephone calls and respond to real estate questions from the public, including landowners, developers, public agencies, and utility companies, regarding documented policies and proposed uses of rights-of-way, seeking guidance from a Supervisory Realty Specialist for complex inquiries.
  • Provide administrative and clerical support to managers and staff, including copying, mail delivery, email, fax, report collation, and document assembly.
  • Proofread, review, and when applicable draft correspondence and documents for manager signature, ensuring conformance with established administrative policies and regulations and proper coordination and timely completion of assigned actions.
  • Track correspondence to ensure timely staff responses, send form letters and responses, and maintain a tracking system of action items to verify timely compliance with scheduled responses or actions.
  • Coordinate and monitor work unit responses to time-critical documents, and alert managers or personnel to any concerns or delays in responses.
  • Assist personnel with travel arrangements using the organization’s travel system (currently Concur).
  • Assist management and staff with time and attendance by verifying that timekeeping is accurate and aligns with established guidelines and policies.
  • Maintain and assist with calendars, schedule appointments, and arrange meeting rooms, phone bridges, and hybrid working tools (such as Skype and WebEx).
  • Organize, plan, prioritize, coordinate, schedule, and verify appointments, meetings, conferences, and training for managers and staff, including securing rooms, phone bridges, projection equipment, and other meeting supplies.
  • Draft agendas and other meeting materials and develop background information for managers and organizational personnel as needed.
  • Attend meetings as requested to take notes, record decisions, define action items and due dates, and distribute approved meeting notes to appropriate stakeholders.
  • Create, organize, and maintain filing systems, files, emails, and records in accordance with compliance requirements, ensuring documents are shared only with personnel who have a lawful purpose to access them.
  • Maintain all official records in accordance with Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures, and validate that official records are accurately maintained for auditing purposes.

Qualifications

  • High School Diploma or equivalent is required.
  • Associate’s Degree is preferred.
  • 3 years of experience in a land management capacity, including all aspects of process development, planning and execution is required.
  • Experience must include property management, real estate, title review or other directly-related work.
  • Course work or experience related to Real Estate principles, practices, precedent cases, and comprehension of the technicalities of government real property
  • procedures, rules and regulations is required.
  • Knowledge of real estate documents such as: Warranty Deeds, Deeds of Trust, Mortgages, Quit Claim Deeds, Liens, property title reports, and assessor/treasurer property information reports (list is not exhaustive).
  • Knowledge of land management and acquisition templates.
  • Advanced map and survey reading skills.
  • Proficiency in use of Micro Soft Office Suite of products, such as Word, Excel, and Outlook.

Pay and Benefits

The pay range for this position is $25.00 - $30.00/hr.
