The Assessor's Office is excited to hire a full-time, non-exempt Real Property Parcel Specialist to join their team! The purpose of this position is to manage all aspects of parcel creation relying on ESRI software as it pertains to the Assessor’s Office, including the creation, maintenance, and updating of land ownership records in computer-assisted mass appraisal software (CAMA) and the parcel layer of the SDE Geographic Information System (GIS) geodatabase. The Ideal candidate will have experience with cadastral mapping and ESRI GIS software.

Projected Hiring Range/Pay Grade 114:$23.61 - $28.33 per hour. Salary is determined based on qualifications.

Work Schedule:Monday - Friday, 8:00 am - 5:00 pm (40 hours weekly)

Duties and Responsibilities:

  • Performs parcel splits and combinations to existing parcels, creates descriptions of new and remaining parcels, and determines ownership boundaries while ensuring accuracy. Performs title research to determine or confirm parcel boundaries.
  • Creates and maintains parcel data within the CAMA system used by clerical staff, appraisers, deputy assessors, and the assessor for the annual assessment roll.
  • Performs computer data development and maintenance to record and retrieve information and data from the GIS parcel layer. Provides quality assurance of GIS data to ensure all the data used in decision making for the Assessor’s office is accurate. Ensures all related database management activities follow applicable laws, regulations, codes, ordinances, policies, procedures, and standards. Ensures database accuracy, quality and integrity.
  • Receives and responds to inquiries and requests for assistance from other county/city departments and government agencies, co-workers, realtors, developers, engineers, attorneys, surveyors, other professionals, and the general public; assists engineers, planners, developers, attorneys and surveyors in resolving title and boundary conflicts.
  • Works on special projects as needed.
  • Maintains and edits political, school district, fire district, county and city parcel information for assessment purposes. Provides training and assistance to co-workers involving the interpretation of plats, deeds, and other legal documents.
  • Works closely with Deputy Assessors to coordinate appraisal and assessment of all new parcels. Assists in evaluating technology/equipment needs for short- and long-range department planning. Attends training, meetings, and seminars as required to enhance or maintain job knowledge and skills.
  • Performs related work as assigned.

Education and Experience:

  • Associates degree. Bachelor’s degree preferred.
  • Four (4) years of experience in real estate, surveying, GIS, CAD construction documentation or related field or an equivalent combination of education, training and experience.


Certifications / Licenses:

  • Must possess or be able to obtain technical certification(s) as deemed necessary by supervisor.
  • ESRI Certification or IAAO Cadastral Mapping Specialist (CMS) designation preferred.

Physical Demands: Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
