Job Description

This role requires advanced technical knowledge and expertise in construction methodologies. This position is not an official role in support of building code officials or the Authority Having Jurisdiction but instead supports capital construction and asset management project delivery teams by ensuring high levels of quality assurance. The role requires the ability to operate independently in both office and field settings, making sound quality assurance and quality control decisions across multiple concurrent large- and small-scale capital construction projects. The position involves close coordination with contractors, consultants, and county staff, and provides document quality control, construction field oversight, and assistance to project management teams with contract administrative items focused on construction systems, standards, and procedures, including the development and oversight of quality management plans. Additionally, this role administers a comprehensive quality assurance program for complex capital construction and capital maintenance projects and requires an advanced technical background in construction materials and methods, particularly in mechanical, electrical, and plumbing (MEP) trades, as well as general building trades such as carpentry, finishes, and site infrastructure.

Essential Duties
  • Review plans, specifications, and designs submitted by architects, engineers, and contractors and advise on specification compliance and constructability issues.

  • Review contractor daily reports, architect/engineer (A/E) field observation reports, agency inspection reports, commissioning reports, and all quality-related documentation.

  • Follow up with program managers and construction managers to assist in documenting discrepancies or constructability issues on-site and coordinate quality control activities among contractors, subcontractors, and stakeholders, including architectural and engineering firms, to ensure compliance with contract documents.

  • Perform regular construction site inspections; review reports and documentation; and assist with internal final inspections.

  • Administer the county’s construction quality assurance program with a focus on preventing construction defects and substandard work.

  • Assist project management staff with contract administration activities, including quality control inspections, schedule compliance, punch list management, project closeout, warranty management, and asset inventory.

  • Provide regular and consistent owner field representation.

  • Assist with off-hour construction management activities, including contractor access and quality assurance and quality control efforts.

  • Assist with project commissioning activities.

  • Support project turnover activities with O&M staff, including participation in warranty period tasks.

  • Perform other duties of a similar nature or level as assigned.

Public Speaking Duties
  • Attend and participate in preconstruction and pre-installation meetings with project teams.
  • Leadership briefings on project status and findings, primarily concerning non-conforming work.
  • Written and verbal communications with managers and department leadership regarding non-conforming or remedial action plans.
Grade
The grade for this position is C41(2). Salary will be based on policy.

This job may require work after hours, weekends, and/or holidays.

Minimum Qualifications
  • Associate degree in Architecture, Engineering, Building Science, Building Technology, Construction, Business Management, Project Management or a closely related field;
  • Four years of construction experience
  • Or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Valid driver's license
Preferred Experience
  • Ten years of Construction Inspections, Specification, and Contract Document Review and Interpretation
