The City of Jefferson is currently accepting applications for Property & Housing Inspector IorIIfor our Planning and Protective Services- Property Maintenance Division. This position will enforce City codes and ordinances related to property maintenance, public nuisances, zoning and living conditions. This position explains appropriate codes to property owners; serves notices of code violation; and testifies in legal proceedings.Inspector I:
Inspects existing structures for health and life safety minimum standards.

Enforces property maintenance, zoning and nuisance ordinances.

Conducts field investigations, inspects properties for violations; contacts property owners to resolve violations; issues and posts warning notices; schedules and performs follow-up activities to gain compliance.

Locates vacant and other buildings meeting the definition of "abandoned"; secures buildings with proper materials; posts property as appropriate; checks vacant buildings for transient activity, graffiti and vandalism; researches ownership.

Receives and responds to citizen complaints and reports from other agencies and departments regarding alleged violations; interviews complainants and witnesses; conducts investigations and provides recommendations for resolutions.

Assists internal and external customers, city residents and others in interpretation and application of codes.

Monitors assigned areas to identify and evaluate ordinance violations.

Prepares evidence in support of legal action taken by the City.

Corresponds with property owners regarding violations of the International Property Maintenance Code and time allowed for correction of deficient conditions.

Prepares reports of inspections made and violations found.

Maintains records of inspections and follows up on violations to assure corrections by
property owners.

Inspector II:
In addition to the above duties, this position prepares evidence in support of legal action taken by the City.

Acts at the cemetery sexton for City owned Cemeteries.

Performs rental inspections and addresses found violations while educating tenants and landlords.

Occasional public speaking - Presents information at neighborhood groups and other local organizations on code enforcement and rental owner responsibilities. As well as City Committees and Council.

Communicate with outside organizations including DHSS, JCPD, and JCFD.

Fills in for Supervisor when needed.

Inspector I:
Requires a high school diploma or equivalent and two years' experience in municipal code enforcement or a closely related field.

Inspector II:

Requires candidate to be over 21 years of age. Requires a high school diploma or GED, supplemented by two years of vocational or trade school training, including course work in construction or building maintenance and three years' inspection experience or any equivalent combination of training and experience which would provide the knowledge, skills and abilities to perform the job functions, duties and requirements listed.

Physical: Must have ability to traverse rough terrain, stoop, lift, and carry 25+ pounds.
May traverse over rough terrain; inspect dangerous/unpleasant condemned buildings; enter confined areas; bend, stoop, and climb; dexterity and strength to operate equipment; and work in extreme weather conditions.

Mental: Ability to interpret and work from plans, drawings and diagrams; clearly and effectively communicate both orally and in writing; and tactfully enforce City codes, regulations and requirements.

Requires a valid Missouri Driver's license and cell phone. Knowledge of computers and job-related software programs, including but not limited to, Microsoft Word, Excel, and databases. Skill in oral and written communication. Knowledge of municipal code enforcement principles and practice, including zoning, nuisance abatement, property maintenance, building, health and safety codes are a plus.

Inspector I:

Must obtain at least one (1) International Code Council (ICC) certification within one year of hire in the area of building inspection or code enforcement.

This position will work Monday through Friday from 8AM - 5PM, Monday through Friday.


Inspector II:

Preferred candidate possesses four (4) International Code Council (ICC) certifications including commercial building inspector certification and property maintenance/housing inspector certification, or ability to complete certifications within one year of hire.


This position will work 8AM – 5PM, Monday through Friday with some afterhours and weekends as needed.

Specific job title and salary depend up on the qualifications of the applicant. The minimum starting salary for Property & Housing Inspector I is $49,639.83 annually, and the minimum starting salary for a Property & Housing Inspector II is $54,727.91 annually.
