Projects Coordinator - Coastal

This position works in various locations along the coast throughout Volusia County, Florida, and will be responsible for skilled technical work planning, coordinating, scheduling, working with contractors, and conducting special projects related to Volusia County beaches. This position will be contacting and communicating with contractors and the public, therefore experience interacting well with a diverse group of internal and external customers is required. Additionally, this position requires time to be split 50/50 in the office and in the field as needed for operations.

**This position is required to work all weekends, all major holidays, special events, and during emergency situations.

  • Oversees contractors who conduct services such as beach maintenance, beach concessions, beach parking, port-o-lets, building maintenance, park maintenance, and others depending on assignment.
  • Monitors authorized contractors through field inspections to ensure performed work is aligned with scope of services. Documents and addresses violations of contract requirements.
  • Schedules and coordinates contractors to conduct routine and non-routine services. Inspects to ensure work completed, document completed work and submit invoices for payment.
  • Monitors for unauthorized contractors conducting business on the beach and in upland Coastal parks.
  • Documents and investigates contractor complaints received from the public including recommendations to supervisor for resolution.
  • Conducts regular field inspections by vehicle and on foot to survey County Coastal assets including documentation of condition, reporting damaged assets to supervisor, and coordinating temporary or permanent repairs.
  • Conducts regular field inspections by vehicle and on foot on the beach to survey garbage, construction debris, deceased marine mammals, storm related debris, etc. including documentation of items, collection/disposal of item, and scheduling of contractor to remove item as needed.
  • Plans and coordinates activities for various special projects assigned to include acquiring quotes from contractors, preparing a project budget, scheduling County and contractor staff, acquiring materials, submitting invoices, and documentation in work management system.
  • Conducts routine work coordination and documentation utilizing various technologies such as Microsoft Office products, Outlook email/calendar, ESRI web maps, Lucity work management system, CGI Advantage financial system, and other technologies as assigned.
  • Conducts incident reports for damage to County Coastal assets including acquiring reports from the appropriate law enforcement agency, securing the area, and notifying County management.
  • Coordinates and communicates with other County departments and divisions as needed for beach operations to include Volusia Sheriff’s Office, Environmental, Beach Safety, Facilities, Purchasing, Accounting, Risk Management, Road and Bridge, Parks, Recreation and Culture, Animal Services, etc.
  • May recommend improvements needed to buildings, parks, and maintenance systems.
  • May be required to maintain and control inventories in the warehouse, off-sites and vehicles. This includes periodic inspections and database accounting.
  • May supervise safety and risk management programs relative to the area of assignment.
  • May schedule routine maintenance of vehicles and equipment.
  • May be required to pick up trash and hand out trash bags throughout the day.
  • Operates various types of equipment including, but not limited to, trucks, jeeps, forklifts, all-terrain vehicles, utility task vehicles, sprayers, and other equipment used in park maintenance.
  • May function as traffic control attendant or flagman on beach access ramps and off-beach parking lots.
  • Performs minor maintenance in order to ensure continued operation of critical coastal facilities.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • May be assigned to other locations based upon operational needs.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Graduation from high school or Vo-Tech or possession of a GED; and two (2) years of experience in building maintenance or project/contract management.

Must possess a valid Florida driver's license at the time of hire and maintain thereafter.

The preferred candidate, having met the minimum requirements; will have at least two (2) years of experience in park maintenance, park operation, contract management, or construction management.


  • Knowledge of the principles, practices, tools, supplies, materials, equipment, and personnel required for building maintenance, park maintenance, and construction.
  • Knowledge of all skilled trades. Knowledge of cost estimating and maintenance methods and techniques.
  • Ability to read blueprints to determine amount and type of materials required.
  • Ability to read and understand grants and/or contracts.
  • Ability to plan, direct, and supervise work of skilled and unskilled employees.
  • Ability to submit and maintain accurate records and reports.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate effectively both orally and in writing.
  • Ability to manage multiple priorities.
  • Demonstrated computer skills in area of assignment.
  • Ability to work under stressful conditions.
  • Must be able to relocate to other county locations based upon operational needs.

Mental Demands:Ability to read and comprehend technical manuals, safety instructions and procedures, schematics, blueprints, layouts, instructions, memos, contracts, grants and letters. Ability to perform shop math. Ability to write instructions, summaries, reports, memos, letters. Ability to speak clearly and concisely. Ability to identify and report/resolve problems.

Physical Demands: Ability to see, talk, finger dexterity, sit, stand, lift 50 pounds stooping, crouching, pulling, pushing, kneeling, reaching overhead, climbing, crawling, bending, reaching, hearing and visual acuity (peripheral vision, depth perception) necessary to operate a motorized vehicle, and operate a computer.

Environmental Demands: Both inside and outside work. Ability to tolerate wind, heat, humidity, cold, dust, fumes, odors, rain, sun. May involve exposure to closed, confined spaces, chemicals, and biting insects.
