About the Unit
Projects Bids, Awards and Grants Supervisor works in the Colorado Department of Transportation's (CDOT's) Projects & Grants Accounting unit within the Division of Accounting and Finance. The unit supports the Federal Aid Program’s fiscal and financial functions to comply with State and Federal guidelines, ensure project financial data and statuses are current and accurate. The unit monitors, reconciles, and recommends Construction Engineering Pool, Indirect, and other overhead rates that apply to projects. Manage and reconcile retainage and escrow accounts related to projects; analyzes all project related metrics to include AASHTOWare and SAP interfaced data elements; manages the project financials and billing transactions; is responsible for timely completion of the Single Audit; is responsible for the business policy and procedure for the bid financial statements and project closures, manage the processing of contractor pay estimates, processing official agency invoices, and contractor liens to ensure they are processed in a manner consistent with state and federal requirements within acceptable time frames. Direct the entire CDOT federal aid billing and local agency billing process including the construction program (of over $700million of revenue collections annually), and the indirect rate allocation and recovery program.

About the Position

This position directs the activities of two Bids and Awards Accountants and one Grant Accountant. As the section supervisor, this position provides guidance to staff and other CDOT employees regarding project creation in SAP, project financial statements, and other functions related to closeout of projects in SAP. The Projects Bids, Awards and Grants Supervisorensures accurate classification of costs to the project financial participants for Federal Aid Highway projects by managing the expenditure validation table and edit system. This position instructs CDOT personnel on all areas of project funding and balancing in AASHTOWare and within the Form 65 of SAP and assists in the development, interpretation and application of new and current policies. The Projects Bids, Awards and Grants Supervisor provides guidance to CDOT Region & Branch Offices on financial management of projects; analyzes program delivery costs (overhead, preliminary and construction engineering), and other costs and provides oversight to the development and management of the annual Construction Engineering (CE) and indirect cost allocation process and the application of these rates to the construction program.

Your duties and responsibilities will include, but are not limited to, the following:

  • Analyze, design, define and/or recommend processes to be utilized by project systems to meet changing Federal, State and department regulations and requirements.
  • Coordinate the gathering of data out of SAP.
  • Establish reconciliation processes for the project financial statements and project closures.
  • Oversee the review and corrections to estimates and funding for construction bid contracts and prepared financial statements. Provide oversight by reviewing reconciliations of final project closure analysis.
  • Ensure project closure is consistent and accurate and in accordance with project closure requirements.
  • Direct oversight of the financial status of the Construction Program for all open projects
  • Maintain tables in SAP to direct funding complexity of federal funds, restricted and unrestricted state funds, and numerous local and private funding sources.
  • Develop and provide training & guidance to CDOT staff both inside and outside of the Projects & Grants work unit.
  • Develop variants for use by other SAP system users for reporting on projects.
  • Analyze and interpret budget to actual data.
  • Provide expert knowledge of the AASHTOWare system and its interface to SAP Accounting System.
  • Provide direct oversight of the financial status of a construction program of over 1,600 open projects and funding complexity of federal funds, restricted and unrestricted state funds, and numerous local and private funding sources.
  • Supervise, direct and review the activities of the Bids and Awards and Project Closure Unit which includes two Bids and Awards Accountants and one Grant Accountant.
  • Establish priorities, quality standards, procedures & criteria to be followed by the staff in the performance of their duties.
  • Evaluate effectiveness of work activities; take initiative to identify and communicate ways to progress safety, improve business processes, and enhance service.
  • Delegate work effectively, when appropriate, and monitor progress.
  • Administer the performance program for all employees to include regular performance feedback.
  • Coach, mentor, and train employees.
  • Address personnel issues and mediate conflicts.
  • Analyze program delivery costs (overhead, preliminary and construction engineering), and other costs.
  • Analyze the full scope of indirect costs and allocation to ensure the current allocation plan is accurate.
  • Based on analytic reviews, update allocation plan documents and recommend new rates.
  • Will be responsible for new and continued analysis of the indirect allocation program including:
    • which projects get indirect allocations;
    • which units should be included in indirect cost pools;
    • if multiple rates are needed;
    • possible indirect costs on subrecipient projects and grant programs.
  • Analyze the costs in pools to ensure correct participating vs. non-participating charges.
  • Supervise the reports on Cash position and Spending authority status and analysis.
  • Develop reports and provide analysis on an ongoing and ad hoc basis.
  • Serve as primary backup for positions under the Federal Aid Billing supervisor with non-supervisory tasks.
  • Other duties as assigned.
Work Environment:
  • Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.

  • You will likely work a hybrid schedule with a combination of in-office and remote work.

Minimum Qualifications

Experience Only

Experience must totalat least eight (8) years and include:
Four (4) years of professional Accounting or Auditing experience
AND four (4) years of professional Accounting experience.

OR

Education and Experience
A combination of relevant education and experience equal to at least eight (8) years
  • Education from an accredited college or university with at least 27 hours of coursework in Accounting or Auditing will be considered.

  • Professional Accounting experience.will be considered

OR

Colorado CPA License and Experience or Education
A combination of a Colorado CPA License, education and/or experience which totals at least eight (8) years

  • Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement.
  • Education in auditing or accounting will be considered. (coursework requires 27 semester hours completed in accounting or auditing)
  • Professional accounting experience will be considered.

Theexceptional applicantwill be an experienced Projects and Grants Accountant and will possess the proven ability or accomplishment in the following:

  • Years of State service experience related to the duties of this position;

  • Professional knowledge of general accounting practices and standards, including GAAP, GASB, State fiscal rules, State financial reporting, and State Auditor requirements;

  • Reconciliation and analytic skills to enable accurate, complete, and timely reconciliation of data between multiple accounting systems;

  • Experience reconciling and correcting cash, revenue, and receivable accounts to sub-ledger type detail;
  • Experience in projects accounting, including multiple funding sources;

  • Strong leadership skills to facilitate accurate, complete, and timely development and analysis of data across multiple functional areas and systems;

  • Strong technical skills in Google, Microsoft Office Suite(Excel and Adobe), SAP, and the ability to quickly learn other software systems;
