PROJ MGR TECHNOLOGY ACQUISITION (EAS-23)

FUNCTIONAL PURPOSE:
Oversees and participates in the acquisition, logistic support, and deployment of specific processing, delivery, retail, and material handling equipment to improve the quality, efficiency, and effectiveness of the processing, distribution, and customer service functions.
DUTIES AND RESPONSIBILITIES:
1. Oversees and participates in the development of equipment acquisition programs from initial concept through the contracting and manufacturing phases until the completion of delivery and installation. Provides technical guidance in major equipment acquisition between all relevant functional organizations and the purchasing organization.
2. Develops technical specifications to draft statements of work from which equipment can be adequately purchased. Coordinates logistical support and other functional organizational requirements which address all of the equipment and support elements needed for equipment acquisition.
3. Acts as the contracting officer's technical representative and provides direction to contractors to ensure the success of the development, manufacturing, and quality of equipment being acquired.
4. Works with field organizations to develop deployment strategies and schedules, and provides the sites with the technical information necessary to prepare for delivery and installation. Establishes supplier delivery schedules and approves revisions of delivery dates and delivery locations.
5. Acts as the leader of the technical review committee when evaluating technical proposals and performs technical analysis of cost proposals relative to equipment acquisition. Provides expert technical and operational support in supplier negotiations associated with equipment acquisitions.
6. Develops cost estimates and budgets relative to the acquisition of specific equipment. Develops program justification material to support the approval of capital funding programs for mail processing, delivery, retail, and material handling equipment.
7. Monitors equipment performance, safety/ergonomic, and field issues during the deployment phase of equipment programs. Coordinates this information with suppliers to ensure that timely corrective actions are taken as necessary.
8. Develops and presents presentations to mid- and upper-level management on the status of specific acquisition programs.
