The Development Review Division is seeking a highly motivated and detail-oriented individual to join our team as a Project Manager III. This position performs professional engineering work involving the design, review, and oversight of residential, commercial, and infrastructure construction and development projects, including fire protection and life safety systems. Responsibilities include conducting comprehensive engineering and fire plan reviews to ensure compliance with applicable building, zoning, and engineering standards, as well as the Florida Fire Prevention Code.
- Provides direction, guidance, and technical support to contractors, consultants, and work crews; organizes, prioritizes, assigns, and monitors daily work activities; inspects work in progress and completed projects; resolves complex field and construction issues.
- Reviews residential, commercial, Planned Unit Development, and infrastructure plans to ensure compliance with applicable building, fire, zoning, engineering, energy conservation, and public safety codes, including the Florida Fire Prevention Code.
- Conducts plan reviews of site development plans, construction/engineering drawings, permit applications, plats, and specifications; evaluates engineering reports, studies, and cost estimates; reviews revisions and provides recommendations.
- Performs Fire and Life Safety inspections, engineering field inspections, site visits, and land surveys; collects field data, takes measurements and photographs, verifies compliance with approved plans, and resolves on-site issues.
- Interprets and enforces applicable codes, ordinances, regulations, standards, and policies; researches technical resources and initiates corrective actions for violations or non-compliance.
- Responds to inquiries regarding fire codes, engineering standards, and development requirements from inspectors, contractors, architects, staff, public officials, and the general public; provides technical guidance and assistance.
- Designs and prepares engineering plans, architectural drawings, specifications, and cost estimates using CAD software; develops design solutions and ensures compliance with applicable laws and standards.
- Performs engineering analysis and prepares technical reports, studies, bid specifications, and other documentation; evaluates problems and recommends effective solutions.
- Coordinates and/or manages projects; develops and monitors project schedules, budgets, and contracts; provides budget estimates and input.
- Conducts engineering reviews related to infrastructure, stormwater management, drainage systems, excavations, and land development; evaluates impacts to public systems and recommends improvements or mitigation measures.
- Reviews and evaluates development proposals, rezoning applications, conditional use permits, and land use petitions for engineering, utility, drainage, and compliance considerations.
- Coordinates with internal departments, including the Fire Department, and external agencies, contractors, and consultants to support project implementation and regulatory compliance.
- Provides technical expertise and recommendations to Division management; consults on project status, issues, and resolutions.
- Reviews, updates, and recommends amendments to applicable codes, ordinances, and standards.
- Maintains records, models, and data related to engineering and stormwater systems; updates system inventories and provides data to stakeholders.
- Responds to questions, complaints, and concerns related to projects and division activities; researches issues and facilitates resolution.
- Coordinates work activities across divisions, departments, and external stakeholders to ensure effective project delivery.
- Performs other related duties as required.
Bachelor’s degree in Engineering required.
• Five (5) years of related experience.
• Fire Plan Reviewer Experience Preferred.
LICENSES/CERTIFICATES
• Must possess and maintain valid State of Florida Professional Engineer (P.E.) license or obtain one within six (6) months of hire.
• May possess P.E. from another state but must obtain a Florida Professional Engineer license within twelve (12) months from date of hire.
• Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
- Salary offers above the minimum of the pay grade may be considered based on qualifications.
- Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the County’s Administrative Office will make the determination as to who will be required to work.
