Overview:

ACS Professional Staffing is looking for an employee to work on-site with our client. This Project Manager 2 will lead end-to-end project planning and execution, applying PMI-based methodologies to support portfolio, asset, and change management initiatives. This role requires hands-on experience with MS Project, Microsoft Office, and intermediate proficiency in SharePoint, Visio, and Access. The position will coordinate resources, manage risks, schedules, and deliverables, and provide clear status reporting to stakeholders. Qualified candidates bring portfolio management experience in an asset-intensive, energy, or utility environment, with ISO 55000 knowledge preferred. PMI/PMP and Change Management certifications are required, along with a proven ability to drive process adoption and continuous improvement. This full-time position is located in Vancouver, Washington.


Pay Rate: $39.99 - $57.14

Responsibilities:

  • Facilitate and coordinate training, change management, and adoption efforts supporting process change implementations.
  • Provide project management support using PMI-based methodologies and best practices, including planning, execution, and continuous improvement.
  • Integrate project constraints into portfolio decision-making and recommend appropriate roadmaps, work plans, deliverables, and funding estimates.
  • Identify, request, and coordinate subject matter experts and project resources; collaborate with business units and performance managers to resolve resource allocation issues.
  • Schedule, lead, and facilitate project meetings, including working sessions and requirements gathering with cross-functional stakeholders at various levels.
  • Serve as liaison between business and technical teams; recommend project stages and assess business risks at each phase.
  • Organize, coordinate, and monitor project progress against timelines, milestones, deliverables, standards, and targets; recommend corrective actions and escalate concerns as needed.
  • Coordinate project activities to ensure objectives are achieved within approved timeframes and funding parameters.
  • Maintain consistent communication with project sponsors, performance managers, stakeholders, and clients regarding project status and progress.
  • Draft and distribute project plans, status reports, sponsor communications, and project documentation on a regular or as-requested basis.
  • Support project decision-making by providing background information, technical input, options, and recommendations; facilitate resolution of conflicting positions.
  • Identify project risks, manage issue and risk logs, track mitigation efforts, ensure compliance dependencies are addressed, and draft contingency plans for management approval.
  • Capture lessons learned and provide recommendations for management review and acceptance.
  • Support scope definition and management, process and system design requirements, and project management and communication best-practice gap analyses.
  • Gather business requirements and perform needs analysis from multiple stakeholder perspectives.
  • Assist with organizational design and change management planning, and support managers in fulfilling change sponsor responsibilities.
  • Perform gap analysis between current (“as-is”) and future (“to-be”) states; identify resistance and performance gaps and assist with corrective actions.
  • Support definition of performance metrics and track progress toward targets.
  • Collaborate with asset management teams to support implementation of the asset management lifecycle business model.
  • Perform data analysis, reporting, system configuration changes, and analytical decomposition to resolve solution versus requirements conflicts.
  • Coordinate asset management and portfolio operations, including data gathering, system integration, planning, tracking, and reporting requirements.
  • Maintain project records, files, and documentation in compliance with INFOSEC, IGLM, and Lawful Government Purpose (LGP) requirements; validate records for audit readiness.
  • Support project and resource transitions, including knowledge transfer, documentation, training coordination, and onboarding of new project managers and resources.


Requirements:

  • A degree in business administration or management, organizational development, computer science, or engineering is highly preferred.
  • 5 years of experience is required with an applicable bachelor’s degree.
  • 7 years of experience is required with an applicable associate degree.
  • 10 years of experience is required without a degree or applicable degree.
  • Experience must include direct work experience in a project management capacity, including all aspects of process development and execution.
  • MS Project skill including project management features such as: experience with the fundamental operation, function, and workflow of Microsoft Project regarding timelines, dependencies, project expectations, milestones, and resources.
  • Previous portfolio management experience in an asset intensive industry.
  • Intermediate level proficiency with Visio, Access and SharePoint.
  • Proficiency required with Microsoft Office Suite software such as MS Word, PowerPoint, Excel, and Outlook.
  • PMI or PMP certification.
  • Change Management certification.
  • Energy and/or utility industry experience.
  • Asset Management experience.
  • Experience with ISO 55000.
  • Valid U.S. Driver’s License is required.
