About the Work Unit
The Region 1 Planning and Program Management Oversight (PMO) Unit is motivated by the emphasis they place towards TEAM, COMMUNICATION, and CUSTOMER SERVICE in what they do and what they represent as a total program. This Unit is responsible for supporting two distinct programs 1) Transportation Planning - including both short term as well as long-term transportation projects for all modes of travel, and 2) PMO for all funded projects in the region and support to engineering and specialty programs in project management and program delivery. Additional program areas of multimodal project level support within the Unit also include Bicycle/Pedestrian Project Development and Transit/Rail Project Development supporting our statewide multimodal policies and initiatives. This unit also provides regional support for all project 508 and ADA compliance.


About the Position
The Program Management Oversight Manager will be responsible for Region 1 Program and Project Management Oversight and directly supervise up to 3 full-time employees. This position works directly with the CDOT Planning and PMO Unit Manager and Deputy Director of Program Delivery, CDOT HQ executive management, the Program Reporting and Transparency Office (PRTO), CDOT Business Office managers, and CDOT Planning staff to track, manage, report and support project management and project performance data to Region Leadership and program/project delivery teams.

Your duties and responsibilities will include, but are not limited to, the following


  • Manage, develop, and make decisions on employee performance evaluations, dispute resolution, morale, motivation/attitude, recruitment and retention, training, overtime, leave, and safety as a first-level supervisor; make recommendations on hiring/transfers/promotions.
  • Mentor and coach staff to elevate their base knowledge levels, recommend and provide training, communicate and demonstrate modeled character and focus towards TEAM, COMMUNICATION, and CUSTOMER SERVICE, and conduct quarterly performance reviews on subordinates
  • Delegate work effectively, when appropriate, and monitor progress; modify work assignments to meet changing priorities;
  • Advise the Planning and PMO Unit Manager, and Deputy Director of Program Delivery and other section heads on strategies and recommended courses of action to achieve program or project management objectives;
  • Assist with implementing and developing the overall work plan for PMO and setting expectations for program area while being in line with the regional work plan and department goals or performance metrics;
  • Interpret, implement, manage and provide direction pertaining to PMO policies, rules and regulations to direct and indirect reports related to program activities to accomplish CDOT’s mission and goals and overall objectives and provide input to the Planning and PMO Unit Manager, Deputy Director and RTD;
  • Participate in regional and interdepartmental committee meetings to formulate policies and procedures for the Department and programs;
  • Convey information to Region senior management, Region engineering project managers, and staff concerning program and project management initiatives, policy and procedures, guidance, tools and training;.
  • Distribute monthly, quarterly, and weekly reports addressing program/project financial and schedule performance metrics to RTD and Program Engineers, and project support staff;
  • Elevate the region’s utilization of PMweb project management tracking software through training and job aide development under the framework of CDOT’s Project Development Manual (PDM).
  • Assist other Region management and staff to interpret PMO reports to monitor the progress to achieve program delivery goals;
  • Identify issues that could impact the Region’s ability to achieve the calendar year expenditure target;
  • Assist Region engineering and specialty unit support staff to analyze possible corrective actions including change control, baseline schedule changes, construction budget, etc.;
  • Support Region Planning activities including Asset Management, Annual Project Delivery List Development, the 4-year Project Planning effort, etc by coordinating and assisting the collection and analysis of Region project and program data and working closely with the R1 Planning Program Manager;
  • Coordinate with the Region Business Office, Asset Managers, and Region project staff (Project Managers, REs, and PE IIIs) as needed to revise project management tracking and scope/schedule/budget, prior to budget actions, advertisement actions, or other steps in the project delivery process.
  • Support the development and management of the region’s annual master project delivery schedule including identification of projects that need to be added, updated, or closed throughout the calendar and fiscal years;
  • Monitor or assist project engineers and business office in monitoring FHWA funding end dates and ensuring that completed or inactive projects are closed in a timely manner;
  • Provide a conduit between the Region and HQ, ensuring a comprehensive level of communication between various HQ offices, the Region Program Engineers, and the RTD;
  • Other job duties as assigned.

Work Environment:

  • Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met
  • Travel required during work hours throughout Metro Denver/Front Range
  • Must drive CDOT vehicles



Experience Only:

  • At least 8 years of professional work experience in comprehensive project management with the primary focus in the engineering project management processses associated with scope/schedule/budget development of projects.

Education and Experience:

  • A combination of relevant education and experience equal to at least 8 (eight) years.

    • Education from an accredited college or university with coursework in project management, business administration, engineering, planning, or another field of study related to the duties of this position will be considered.

    • Experience in comprehensive project management with the primary focus in the engineering project management processses associated with scope/schedule/budget development of projectswill be considered.

  • Strong preference for candidates with engineering project management experience, particularly in developing and monitoring complex projects in scope/schedule/budget from concept through execution.
  • Experience in engineering project management and utilizing project management software to coordinate project management data, including oversight development of timelines to achieve important delivery milestonesworking with cross-functional teams is preferred.
