Job Title: PMO Facilities Project Engineer

Location: San Angelo, TX

Pay Rate: $40.00 – $45.00 per hour

Employment Type: W2 Contract, 6 Month Contract with possibilities for extensions

Work Arrangement: 100% Onsite


Role Overview

BEPC is seeking a PMO Facilities Project Engineer to lead capital and reliability-focused facilities projects from concept through execution within a regulated manufacturing environment.

This role is responsible for project planning, budgeting, contractor management, safety compliance, and technical oversight to ensure building systems and manufacturing support equipment operate reliably and efficiently. The ideal candidate brings strong project management expertise, financial acumen, regulatory awareness, and hands-on experience with industrial facility systems.


Key Responsibilities


Project & Portfolio Management

  • Lead facilities capital and reliability projects from initiation through closeout
  • Develop project charters, business cases, cost justifications, and executive presentations
  • Establish detailed schedules using stage-gate methodology
  • Maintain milestone adherence and lifecycle planning
  • Participate in engineering design reviews
  • Maintain documentation of scope changes, risks, and deliverables
  • Drive root-cause analysis and continuous improvement initiatives


Capital & Budget Management

  • Identify and scope capital projects aligned with operational needs
  • Develop and manage budgets, cost estimates, and capital expenditure requests
  • Monitor financial performance and ensure cost control
  • Prepare financial summaries and leadership reports
  • Identify cost-saving opportunities in procurement and execution


Contractor & Procurement Management

  • Conduct bid comparisons and vendor evaluations
  • Coordinate contractors, engineers, and internal stakeholders
  • Monitor contractor performance for compliance with scope, schedule, quality, and regulatory standards
  • Address performance issues and escalate when necessary
  • Manage procurement of materials and equipment


Facilities & Technical Oversight


Provide technical leadership for:

  • HVAC and cleanroom air conditioning systems
  • Air compressors
  • Water coolers and heaters
  • Pumps and hydraulic systems
  • Fire protection systems
  • Humidity and temperature control systems
  • Manufacturing equipment maintenance


Safety, Compliance & Quality

  • Ensure compliance with EHS, building codes, FM Global, and regulatory requirements
  • Conduct weekly contractor safety inspections
  • Generate safety and compliance reports
  • Support IQ/OQ/PQ validation activities
  • Monitor KPIs and performance metrics
  • Ensure adherence to medical device validation methodologies (e.g., J&J FPX where applicable)


Communication & Leadership

  • Facilitate cross-functional status meetings
  • Present project updates and business cases to Plant Management
  • Coach contractor safety committees
  • Support corporate and client initiatives
  • Demonstrate strong written and verbal communication skills


Education

  • Bachelor’s degree in Engineering or related technical field (Required)


Required Qualifications

  • Minimum 3+ years of experience in facilities engineering, process engineering, equipment reliability, or capital project management
  • Proven experience managing capital projects from identification through execution
  • Strong budget management and cost control experience
  • Experience in manufacturing or regulated industrial environments
  • Proficiency in MS Project, Excel, PowerPoint, Word, and AutoCAD
  • Strong analytical, organizational, and problem-solving skills
  • Ability to work independently and within cross-functional teams


Preferred Qualifications

  • PMI or Project Management certification
  • Lean Six Sigma certification (Black Belt preferred)
  • Knowledge of medical device regulations and validation (IQ/OQ/PQ)
  • Experience with J&J validation methodology and FPX systems
