Performs complex (journey level) computer programming work. Work involves analyzing system specifications to develop software for computer applications; developing solution software; documenting the methods and procedures used in software development; and testing, correcting, and revising software. May provide guidance to others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.50% Performs as an internal technical expert for the agency solution(s) utilizing the collaborative tool SharePoint. This role and the associated responsibilities include extensive knowledge of the product functionality and features, the ability to properly configure the product to support the various solutions, establish, maintain and edit user rights, and continue to identify possible applications of the software to meet ever changing business requirements.
15% Provides or participates in the design, development, unit and quality assurance testing, implementation and post implementation triage, and on-going support for modifications to existing applications (agency developed and 3rd party) for new functionality associated with agency approved projects, including solutions utilizing the data visualization software Tableau.
15% Performs various activities associated with the on-going maintenance of existing applications (agency developed and 3rd party) including periodic upgrades/installs (code drops), back-ups, restores, patches, extracts, data repairs and other maintenance related activities, as well as technical support interactions with Microsoft and other 3rd party vendors (including those with DIR).
10% Responsibilities include the active use of agency project collaboration, management and reporting software applications (SharePoint, Teams, etc.), including the agency centralized issue reporting tool (Zendesk).
10% Assists in the development of technical standards and procedures for the application development staff. This function includes the use of Microsoft, Google Cloud, Amazon Web Services and other 3rd party products to support the software development life cycle and manage required documentation. Performs other duties as necessary and other duties as assigned.
MINIMUM QUALIFICATIONS:Education:Graduation from an accredited four-year college or university with major coursework in data processing, computer science, software engineering or a related field is preferred.
Experience: One (1) to three (3) years of experience in computer programming work in managed server and cloud environments.
Applicable Substitutions: Experience and education (including certifications) may be substituted for one another.Preferred Qualifications:
•Ability to develop cloud-based solutions on at least one of the three major PaaS, e.g. Google Cloud Platform or GCP, Amazon AWS and Microsoft Azure. Ability to utilize Google Big Query, Google Storage, Google tools (e.g DataPlex, DataForm, etc.), or the equivalents for AWS and Azure, visualization tools such as Tableau, collaboration tools such as Microsoft Office (Excel, Word, Outlook, Teams, Sharepoint, et.al.), etc. and developer coding and coding management tools such as SQL, MySQL, Python, GitHub, Jira, Lucid Charts, or industry equivalents.
•Five (5) to seven (7) years of experience in computer programming work in managed server and cloud environments.REGISTRATION, CERTIFICATION OR LICENSURE:•Possess a valid Texas driver’s license, if applicable
•Certifications in any of the preferred Qualifications listed above are desirable. Additional certifications may be required to be registered, certified, or licensed in a specialty area.
Knowledge•Microsoft collaborative toolset (SharePoint including Power automate, Teams, CoPilot, O365/Office Suite), .NET and Department of Information Resources (DIR) data portals (Open and Closed) are beneficial.
•Programming languages: Python, C#, JavaScript, HTML/CSS, RESTful APIs
•Experience with:
oGoogle Cloud (Compute Engine, Cloud Functions, Cloud AI, App Engine, Cloud Run, Cloud Storage)
oBusiness Intelligence Tools, specifically Tableau Online (including developer Desktop)
oSoftware/Tools: SQL (SSMS), MySql, IDE (Visual Studio, Git/GitHub, Jira, Lucid Charts, etc.).
•Knowledge of the principles, practices, and techniques of computer programming and systems analysis; of computer operations procedures and systems; and of computer programming languages.
Skills•Advanced skill in solving problems, interpreting work products of others, supporting and preparing the development of both translational (conceptual) and technical documentation. Working with clients (internally primarily) and on project teams is also desirable.
•Skill in problem solving, in critical thinking, in computer programming, in the use of hardware and software, and in modifying or developing software for applications.
Abilities•Advanced ability to work and maintain professionalism with business users directly or in conjunction with business analysts, data analysts, project managers and mid-level management.
• Ability to process information logically; to design programs and systems logic; to prepare program specifications; to code, test, and debug software; to interpret technical information related to programming and other areas of data processing; to communicate effectively; and to supervise the work of others.
TRAVEL REQUIREMENT: 5%
This position functions in a standard office environment:•Must be able to move around the office to access filing cabinets, office equipment and move up to 20 pounds
•May be required to locate in a shared office space within a single enclosure and/or,
•May be required to share common support facilities.
•Must be able to communicate and exchange information via phone, computer, in person and via electronic media.
•Must be able to perform repetitive use of a keyboard and other peripherals at a workstation.
