  • Serves as the Program Specialist for FAP Advocates, Family Advocacy Program (FAP), Behavioral Programs Branch, Marine and Family Programs Division, Headquarters Marine Corps (HQMC). Collaborates with peers in section to develop and provide Marine Corps FAP Advocacy plans and policy that support the response to incidents of domestic abuse, child abuse, and problematic sexual behaviors in children and youth (PSB-CY) . Uses a social science background to develop, coordinate, recommend and review crisis intervention and response plans and policies to enhance support to victims and commanders. Reports directly to the HQMC FAP Manager. Oversight/Program Development Serves as the Program Specialist to support day-to-day operations of the Advocacy element of the FAP that encompasses mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency. Assists with determining appropriate products or services to define program scope, requirements, and deliverables. Develops, modifies or provides input to project plans. Recommends program plans to meet objectives. Coordinates and integrates project activities. Leads or administers project resources. Monitors project activities and resources to mitigate risks. Implements or maintains quality assurance processes. Makes improvements, solves problems or takes corrective action when problems arise. Gives presentations or briefings on all aspects of FAP Advocacy the program. Participates in phase, milestone and final program reviews. Identifies program documentation requirements or procedures. Works closely with FAPM and Strategic Communications to develop and implement program marketing plans. Assists HQMC FAP Manager with the preparation and execution of the Department of Navy Fatality Review process. Tracks fatalities known or suspected to be related to child abuse or domestic abuse. Collects and organizes appropriate information for the review committee while maintaining strict confidentiality. Presents information at the annual review and summit. Coordinates and process requests for Transitional Compensation for Abused Dependents in collaboration with Legal Counsel and Financial Management. Collects and organizes required documents to determine eligibility while maintaining strict confidentiality. Works with HQMC Data Surveillance to develop and analyze data to be used in preparing analytical and interpretative reports and guides of program operation. Selects successful methods and techniques used by other local officials (federal, state, local) and adapts and extends methods and techniques into new patterns to solve problems. Utilizes a variety of fact finding techniques such as interviews, cases analysis and observation, to elicit appropriate data, identify areas of operation, and oversee and participate in fact finding, development of recommendations and preparation of reports of findings. Performs and oversees performance of research and fact-gathering assignments to provide background information, exchange ideas and discuss application of new knowledge and procedures. Reviews proposed changes in program plans and agency procedures to determine compliance with federal, state, statutory and regulatory requirements. Performs other duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs. may be required.
