Job Title: Program Specialist Location: Temple, Pennsylvania (On-site/in-community) Employment Type: Full-time Salary: $48,000 annually Date Posted: 03/20/2026About the RoleWe’re hiring a Program Specialist to support our residential programs across Pennsylvania. In this role, you’ll oversee the daily operations and compliance of community living arrangements (CLAs). You’ll be responsible for ensuring that residential sites are well-maintained, records are accurate and up to date, and that staff are supported and working as a cohesive team to provide a healthy and safe environment for individuals served. This role includes both direct supervision and administrative oversight, with regular site visits and team collaboration.Responsibilities
Coordinate assessments in accordance with payer regulations
Develop, coordinate, and review individual program plans with team members, families, residential providers, and stakeholders
Coordinate training and development activities to help consumers maximize and maintain skills
Develop and implement planned program activities
Participate in Individual Support Plan (ISP) meetings and ensure compliance with goals and outcomes
Ensure implementation of individual program plans and activities in compliance with waiver requirements
Plan, organize, and supervise therapeutic activity services in facility and community settings
Recommend operational procedures to the Operations Director for program improvement
Interpret policies and procedures to staff and coordinate services with other professionals
Supervise professional and non-professional staff through active supervision and performance reviews
Initiate corrective disciplinary actions following reporting structures
Assist in preparation of employee performance evaluations
Identify staff training needs and recommend development opportunities
Evaluate effectiveness of training and implement improved work methods
Consult with ISP teams regarding therapeutic program development
Participate in peer review processes
Review staff reports and maintain administrative and clinical records
Provide active supervision to CPS direct care staff and conduct regular staff meetings
Ensure proper documentation of meetings with the Operations Director
Assist with requisitions and oversee maintenance of supplies and equipment
Review and approve employee timesheets and ensure accuracy of scheduled hours
Compile, review, and approve units of service reporting with proper documentation and progress notes
Act as a point person and certified investigator within the HCSIS system when applicable
Required Qualifications· Master’s Degree with one year of experience working with individuals with intellectual disabilities; OR · Bachelor’s Degree with two years of relevant experience; OR · Associate’s Degree or 60 credit hours with four years of relevant experience · Experience working directly with persons with intellectual disabilities · Computer skills including ability to learn electronic time and attendance systems · Strong organizational, communication, and documentation skills · Ability to exercise independent judgment and prioritize tasks effectivelyPreferredQualifications · 2+ years of experience in direct provision and/or oversight of CPS servicesCompensation & BenefitsFull-time Employees:
