Position SummaryThe Program Manager position plans, directs, and coordinates work of employees within assigned programs at the Pueblo Department of Public Health & Environment. Supervises employees in the completion of program activities and adherence to Department policies. Provides leadership or team-based efforts to effectively develop and improve work systems and processes. Supports implementation of department mission and goals through the strategic plan, quality improvement, performance management, and workforce development.

This position provides oversight for the Office of Community Health Services, programs such as the Special Supplemental Program for Women, Infants, and Children covering 5 counties, and the Breastfeeding Peer Counselor Program covering 30 counties. Provides leadership and expertise to WIC and peer counselor staff in accomplishing program goals and activities. Foster and maintain working relationships with external agencies in order to assist, support, and achieve program goals. Provides support to staff in the completion of WIC and Peer Program duties that align with state policies and procedures. Essential Job FunctionsProgram Leadership & Oversight
  • Direct planning, supervision, and implementation of WIC programs and staff, ensuring consistency with policies, guidelines, and procedures.
  • Monitor program performance and complete evaluations to meet contract and grant requirements.
  • Review and adjust program standards based on performance assessments.
  • Ensure all licensing, certification, and training requirements are met and up to date.
  • Fill in as High-Risk Counselor when needed.
Strategic Planning & Evaluation
  • Contribute to agency strategic initiatives, including strategic planning, performance management, workforce development, and quality improvement.
  • Evaluate and implement tools for collecting valid quantitative and qualitative data.
  • Maintain current knowledge of public health issues, legislation, regulatory guidelines, best practices, and new and emerging public health issues, concerns, or interventions.
  • Ensure health outcomes is integrated into program planning and service delivery.
  • Participates in the development of new projects and/or programs.
  • Utilizes current evidence-based best practices in the development and implementation of new and emerging public health programs ensuring statutory responsibility in completing mandated core public health services are met.
Budget & Resource Management
  • Develop, manage, and review program budgets for compliance with departmental policies.
  • Ensure expenditures align with program goals and assignments.
Community Engagement & Partnerships
  • Represent the department in community committees and initiatives.
  • Seek input from individuals and organizations to support public health efforts.
  • Develop and manage partnerships with agencies across all levels of government, especially during emergency events.
Communication & Public Information
  • Participate in the development of public information efforts, including media and social media outreach.
  • Serve on internal committees and provide updates to the Director on program activities.
Staff Development & Support
  • Assist in training new employees.
  • Ensure cultural, social, ethical, and behavioral factors are considered in the accessibility, availability, acceptability, and delivery of public health services.
  • Perform other functions as required to fulfill the expectations of the position and the goals and objectives of assigned program/projects and the agency.
Emergency Preparedness
  • Engage in emergency response training and drills in alignment with public health protocols and incident command systems.
  • Responds to public health emergencies, as needed, and directed, aside from typical duties and schedule for the position.

  • Public health science disciplines such as health education, preventive medicine, laboratory functions, public health nursing, communicable disease, and emergency preparedness

Qualifications | RequirementsBachelor’s degree required. WIC Program Manager must be a Registered Dietitian, registered with the Commission on Dietetic Registration or a Registered Nurse (BSN) license to practice in the State of Colorado. Three years of professional experience is required. Within the three years of experience, a minimum of one year of work experience in leadership, supervision, program management is preferred.
Master’s degree in Nutrition, Public Health or closely related field is preferred (Those who become RD after 1/1/2024, Master’s required). Public health work experience is preferred.

Fluency in writing and speaking English. Fluency in Spanish is desired.

Must possess and maintain a valid Colorado driver’s license and be able to provide personal transportation for work-related business. Must obtain annual flu vaccination and any job specific immunizations. May be required to submit to a TB test.

Work Environment | Physical DemandsWork schedule is typically Monday through Friday, 8:00 a.m. to 5:00 p.m. but may be required to work beyond normal work schedule, such as evenings, weekends, or holidays. The work may require some physical exertion such as long periods of sitting, standing, recurring bending, crouching, stooping, stretching, reaching or similar activities. May be required to lift and carry up to 50 pounds on an infrequent basis, lift and carry up to 20 pounds on a regular basis, climb stairs, bend, reach, hold, grasp, and turn objects; and operate computer or typewriter keyboards. The work requires the ability to speak fluently and to use normal or aided vision and hearing.

Work is subject to recurring and inflexible deadlines and frequent interruptions; may involve evening and weekend meetings/trainings and travel out of the area. Employee will be required to respond to emergencies, as needed.
