Job Summary
The Program Manager Residential is responsible for the efficiency of the day-to-day operations of the Residential Department, including budget development and management, utilization, hiring, training, clinical oversight, regulatory compliance, and safety of youth, families and staff. This position oversees an interdisciplinary team to ensure high quality clinical collaboration and the delivery of quality service to clients by coaching/mentoring teams and developing and maintaining systems that facilitate integrated services.
Essential Job functions
- Ensure a safe, trauma-informed and peaceful community for staff, clients, and families receiving services in the Residential Programs.
- Manage people and facility resources to meet and prioritize the needs of staff, youth, and families through collaboration with internal departments such as Service Integration (SI), Human Resources (HR) and Corporate Service Solutions (CSS).
- Develop and implement systems of accountability for teams and individuals.
- Collaborate in program budget development and adhere to the established budget.
- Act as the On-Call Administrator per rotation.
- Partner with Service Integration to coordinate client, family, and systems information.
- Manage and follow-up on all internal and external emergency situations.
- Oversee the physical plant ensuring a safe therapeutic environment.
- Develop, maintain, and update all required documentation in a timely manner.
- Demonstrate ongoing development on the job.
- Serve as a member of the agency and community teams and attend meetings as needed.
- While this job description covers many aspects of the role, employees may be required to perform other duties as assigned.

Education & Experience
- Bachelor’s degree in Social Work, Human Services, or a related field required
- Minimum 5 years in a residential group care setting required
- Minimum 3 years of leadership experience required
Special Requirements
- CPR certification required or obtained within 60 days of hire.
- Unrestricted, valid NYS driver’s license for minimum of 1 year with a clean driving record and minimum insurance coverage that meets agency standards.

- Knowledge and expertise in area of responsibility: demonstrate knowledge of sector (i.e. Development Disabilities, Mental Health, etc.) on the state level; ability to build productive relationships with influential members of the sector, and present their perspectives to Hillside and effectively communicate and advocate for Hillside’s perspectives and goals to them.
- Maintain in-depth knowledge of and adherence to all applicable safety regulations, including universal precautions and hazardous safety materials.
- Ability to recognize and address escalating and dysregulated youth behavior and utilizing training provided in behavior management and Therapeutic Crisis Intervention (TCI) including the use of physical interventions (holds). Obtain and maintain TCI certification.

- Must be able to work a variable scheduling including evenings and weekends
- The following physical demands are required:
- Occasional sitting (up to 4 hours)
- Occasional standing (up to 1 hour)

- Occasional driving (up to 8 hours)
- Continuous balancing (up to 8 hours)
- Occasional balancing, bending, stooping, climbing, kneeling, pushing, pulling, reaching forward or down, reaching overhead, running, and twisting (up to 2.5 hours)
- Weekly lifting up to 50 lbs. (community-based staff may be required to lift an empty wheelchair weighing up to 50 lbs.), 10-15 lbs. on a daily basis
- Weekly carrying up to 55 lbs. approximately 10-100 ft., 10-15 lbs. on a daily basis
- Manual dexterity is required, including the frequent ability to grasp in both hands and continuous use of fine manipulation skills in both hands (approximately 1-2.5 hrs.)
- Occasional exposure to changes in temperature, dust, fumes, gases or chemicals is apparent.
- Protective clothing or equipment as required: close toed shoes; protective shields, universal precaution PPE, and gloves for toileting and food preparation
- Ability to change positions as needed
SPECIAL CONSIDERATIONS
May be required to physically restrain clients weighing between 50 and 300 lbs. and guide them safely to the floor. In some circumstances, restraints can last up to 15 minutes and may require repetition as necessary.
$70,000 Minimum pay rate, $110,000 Maximum pay rate, based on experience. This pay rate may include a Regional and/or Department premium.
