Senior IT Project Manager – Case Management Systems Modernization

Position Summary

We are seeking an experienced Senior IT Project Manager to lead enterprise-level initiatives supporting the modernization and implementation of a new case management system for child welfare and adult protection programs. This role is responsible for planning, budgeting, coordinating, executing, and documenting all aspects of the project lifecycle while ensuring alignment with business objectives, regulatory requirements, and organizational goals.

The Project Manager will collaborate with technical teams, business stakeholders, executive leadership, and external vendors to establish a secure, scalable, and efficient foundation for the new case management platform. The successful candidate will facilitate cross-functional communication, manage project risks, and ensure successful delivery of project milestones.

Key Responsibilities

  • Lead enterprise-scale projects and strategic initiatives from initiation through implementation and post-deployment support.
  • Develop and manage project plans, schedules, budgets, resource allocations, and project documentation.
  • Coordinate activities across technical teams, business units, executive stakeholders, and third-party vendors.
  • Monitor project progress, identify risks and issues, and implement mitigation strategies.
  • Facilitate meetings, workshops, presentations, and stakeholder communications.
  • Ensure project deliverables meet business requirements, quality standards, and compliance obligations.
  • Manage multiple priorities and adapt to changing project requirements and deadlines.
  • Track project metrics, milestones, dependencies, and resource utilization.
  • Support data modernization and case management system implementation efforts.
  • Prepare status reports and provide regular updates to leadership and project sponsors.
  • Promote collaboration among project teams to achieve successful project outcomes.
  • Ensure compliance with applicable federal, state, and organizational standards, including data quality and confidentiality requirements.

Required Qualifications

  • Bachelor's degree in Information Technology, Business Administration, Project Management, Computer Science, or equivalent work-related experience.
  • Minimum 8 years of experience managing enterprise-level IT projects and programs utilizing industry-standard project management methodologies and best practices.
  • Minimum 5 years of experience independently managing complex projects with minimal supervision.
  • Minimum 5 years of experience prioritizing multiple initiatives and adapting to changing business needs under tight deadlines.
  • Minimum 5 years of experience in data-related projects with strong analytical, troubleshooting, and problem-solving capabilities.
  • Minimum 5 years of experience communicating effectively with executive leadership, business stakeholders, and technical teams.
  • Strong interpersonal, facilitation, presentation, and relationship-management skills.
  • Excellent written and verbal communication skills.

Preferred Qualifications

  • Experience implementing or supporting child welfare case management systems.
  • Experience working within government, public sector, health and human services, or social services environments.
  • Familiarity with CCWIS (Comprehensive Child Welfare Information System) standards and compliance requirements.
  • Experience managing system modernization, digital transformation, or large-scale application implementation projects.
  • PMP, PgMP, Agile, Scrum, or related project management certifications are highly desirable.
