About the Division of Youth Services: The mission of the Division of Youth Services (DYS) is to protect, restore and improve public safety utilizing a continuum of care that provides effective supervision, promotes accountability to victims and communities, and helps youth lead constructive lives through positive youth development. The strategic goal of DYS is to operate healthy trauma-responsive organizational environments as demonstrated through prosocial, safe, and non-violent interactions.

DYS provides a continuum of services that encompass juvenile detention, assessment, commitment and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates 15 secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. For pre-adjudicated youth, the Division is also responsible for the management and oversight of the Colorado Youth Detention Continuum; a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming, the Division administers juvenile parole services throughout the State. We have many opportunities within DYS to positively impact youth and families.

You are required to work at your assigned work location during your scheduled work times.
Purpose of Position- This position assists and provides high-level administrative and technical support to the Northeast Region Office Director, four Program Managers, ten Client Managers/Parole Officers, two BoulderIMPACT contractstaff and two Administrative Assistants by independently conducting, researching, and/or interpreting internal and external rules, regulations, policies, procedures, and guidelines to resolve problems or answer questions. This position provides office management to the Northeast Region Office. It has decision-making ability and is responsible for designing, establishing, revising, and overseeing systems that manage the region’s internal office procedures and processes. Some of the procedures and processes this position is responsible for include, but are not limited to, budgeting, purchasing, state vehicles, and communication systems, including telephones, mobile phones, computer software and applications, and computer hardware. This position is a work leader. This position works independently and with little direction. This position has decision-making autonomy within the limits and objectives that the regional office director or assistant director sets.

Job Duties -

Program/Quality & Statutory Timelines-The position independently evaluates, interprets, and acts on regulatory and compliance requirements in three key areas: victim notification, Medicaid coordination, and safety/compliance. These responsibilities involve ongoing analysis, judgment, and decision-making to ensure adherence to state statutes, federal mandates, and divisional or departmental policies.
  • Victim Rights Act Compliance (C.R.S. § 24-4.1-302.5):
  • Independently monitors and tracks federally and legally mandated Victim Notification critical stage requirements. Measures timeliness, identifies potential compliance risks, and coordinates directly with Client Managers/Parole Officers and regional administrative staff to ensure that notifications are accurate, completed on time, and documented in accordance with statute.
  • Medicaid Coordination (12 CCR 2509-5-7.402):
  • Serves as the regional liaison for Medicaid requests and tracking, ensuring that Medicaid is opened for eligible youth placed in non-secure community-based facilities or programs. Independently communicates with county TRAILS staff, monitors the status of requests, reconciles discrepancies, and maintains accurate compliance records for reporting purposes.
  • Emergency Operations Plan Management (CDHS Policy III.2 / DYS Policies 8.1 & 9.12): Oversees the development, maintenance, and implementation of the regional office’s Emergency Operations Plan. Ensures plans remain current, coordinates and schedules mandatory trainings for all staff at required intervals, tracks completion, and provides documentation to leadership. Proactively identifies gaps and recommends improvements to strengthen emergency preparedness and compliance with state and external agencies' mandates, such as the local fire department, National Fire Protection Association, and International Fire Codes.

Office Management -This position serves as the Northeast Region Office’s primary contact for general office concerns, customer service, and operational support across three separate office buildings. The position ensures day-to-day operations run smoothly by resolving staff and customer concerns, coordinating logistics, and ensuring compliance with departmental policies and state procedures. The role also independently manages complex administrative functions, including oversight of computer and communication systems, coordination of the state vehicle fleet, and management of the statewide Administrator On-Call Critical Incident phone.

Personnel Coordination - This position manages confidential personnel processes and serves as the regional office timekeeper. Responsibilities include processing personnel actions, coordinating with HR on pay and benefits issues, maintaining personnel files, tracking performance management milestones, and assisting with hiring processes. As timekeeper, the position ensures accuracy of KRONOS entries, interprets state leave policies, and resolves payroll discrepancies while maintaining confidentiality and providing guidance to staff and supervisors.

Fiscal & procurement -This position serves as the Northeast Region Office’s fiscal coordinator, responsible for overseeing all procurement, budget, and fiscal compliance activities. Duties include monitoring and approving purchases in accordance with State Fiscal Rules, reconciling purchasing card and petty cash funds, developing and tracking the operating budget, and preparing financial reports. The position serves as the primary liaison with CDHS accounting staff and vendors, resolving fiscal disputes, ensuring that invoices and contracts are processed accurately, and providing the Office Director with timely updates and projections to support informed decision-making

Work Lead duties - This position serves as the work lead for three Administrative Assistant III positions, ensuring quality, quantity, and timeliness of office and client management/parole officer support duties. The role assigns and reassigns duties, provides coaching and mentoring, coordinates training opportunities, and contributes to performance management by assisting with performance plans and evaluations. The position also provides documentation to support corrective or disciplinary actions.

Other Duties as Assigned - This position supports the Regional Director and regional office program managers by completing special projects and other assignments as directed. Responsibilities may include project management, internal and external communications, and assisting leadership with workload prioritization, time management, and calendar coordination. The position must exercise sound judgment and effective communication skills to address issues quickly, maintain positive relationships, and ensure the office’s mission is not compromised.

MINIMUM QUALIFICATIONS:

Education/Licensure/Certification/Experience:

Five (5) years of relevant experience in an occupation related to the work assigned to this position

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to five (5) years

  • A 4-Year Bachelor's Degree or 2 Year Associate Degree with 2 or more years of applicable experience.
