The Department of Financial Services oversees the financial operations of Gwinnett County in compliance with state and federal laws, ensuring fiscal responsibility and superior bond ratings. Department functions include, but are not limited to: investment management, vendor and employee payment, debt issuance and monitoring management, self-insurance and liability programs management, procurement and contracts operations management, tax assessor administration, and strategic program design and deployment.

Job Description
The Financial Services Budget Division is seeking a Program Analyst I to assist in administering the Current Operating and Capital Budgets as well as the Five-Year Capital Improvement Plan. The incumbent(s) will also provide timely and accurate financial data to county decision makers, departments, elected offices and citizens through budgetary analysis.
Essential DutiesEngage with management to:

Administer current budgets to ensure compliance with Federal, State, and Local laws, annual adopted budget resolution, regulations, codes, and/or standards
Recommend solutions to complex budget issues
Create and maintain systematic budget structures and controls
Establish and maintain procedures/training
Manage special projects involving complex analysis
Present budget or related financial analysis information
Provide effective written and oral communication

Public Speaking Duties

Presentation of material in a semi-formal environment
Presentation of material in a formal environment

Grade
The grade for this position is 103.

Minimum Qualifications

Bachelor's Degree in Accounting, Finance, Business Administration, or a closely related field and
Three (3) years of professional level accounting, finance, or budgeting experience or
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above

Preferred Qualifications

One year of professional level accounting, finance, budgeting or grants experience in the public sector
