Provides and coordinates the procurement and office functions that support maintenance activity crews and equipment shop operations. Activities include inventory management, procurement of parts and supplies, record keeping of activities, filing posting data, responding to audits, and other complex administrative or technical support duties for county maintenance and shop operations.Prepares bid solicitations and completesnecessary bidding processes for non-contract purchases and services under $25,000 for maintenance unit in accordance with state and agency policies, procedures and regulations. Provides sound judgment on source selection (state contract, small purchase, or P-Card).Prepares purchase orders and requisitions, in strict compliance with State Procurement Code, for procuring materials, supplies, equipment rentals and vehicles and equipment repair parts used by county field maintenance crews and equipment shop operations. Reconciles invoices and makes prompt payment.

Maintains and manages an adequate supply and inventory of field supplies (including personal protection equipment), daily maintenance activity material stockpiles and equipment shop parts and accessories. Manages stockpile quantities in Highway Maintenance Management System (HMMS) and Enterprise Asset Management System (EAMS), assigns shelf locations, rotates equipment parts stock and monitors and audits equipment shop stock usage levels. Performs quality checks of new supplies, materials and equipment and verifies correct quantities are receives. Reconciles stock for annual close out and prepares necessary documentation for material transfers and disposals of obsolete stock.Pays all utility bills and compiles and tracks facility energy usage and expense data through internal programs suchas Energy Star, Enterprise Asset Management System (EAMS) and AgileAssets.

Monitors OpenEncumbrance Reports, assist with the monitoring of County maintenance and shop operational budgets and prepare budget transfers as needed. Assists Resident and Assistant Maintenance Engineers and Shop Foreman with fiscal year-end budget close-outs to comply with Agency deadlines.Serves as Procurement Card Holder for the Department. Serves as Procurement Card Liaison for multiple cardholders in county, collecting receipts and reconciling bank statements.Assists with requests from members of the public, either in person or by phone. Enter requests into the HMMS and EAMS systems and/or forwarding to proper person or office.Acts as backup for payroll clerk. Has knowledge of all payroll procedures.Assists in emergency or inclement weather operations. May include being available for extended hours or extended shift operations.Performs other related duties as assigned.


A high school diploma and six (6) months of work experience that is directly related to the area of employment; or an approved acceptable equivalence. A motor vehicle operator’s license is required.

The physical demands for the essential functions of this position include sitting or standing at a desk for extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies.
