Position Overview:


The Procurement Manager plays a crucial role in coordinating and optimizing the procurement and supply chain processes of the organization. This role involves developing strategic sourcing plans, managing supplier contracts and lead times, and ensuring cost-effective and timely acquisition of materials to meet production and project targets while maintaining high quality and compliance standards. The Procurement Manager collaborates closely with various departments such as engineering, production planning, manufacturing, and logistics to streamline supply chain operations and achieve optimal efficiency.


Responsibilities:


  • Establish Long-term Commodity Strategies
  • Develop and execute mid-to-long-term sourcing roadmaps for critical electrical equipment commodities (Transformer Oil & Installation, etc.)
  • Establish dual/multi-sourcing frameworks to mitigate supply chain disruptions and build robust Business Continuity Plans (BCP) against geopolitical and monopoly supplier risks.
  • Lead strategic decision-making on whether to manufacture components inhouse or outsource, based on rigorous capacity and cost-structure analyses.
  • Standardize and digitalize global procurement processes (ERP systems) and manage key performance indicators (KPIs) such as Cost Savings, On-Time Delivery (OTD), and Supplier Quality.
  • Identify, evaluate, and onboard local fabrication and component suppliers in the US and Mexico.
  • Calculate domestic content and manage Certificates of Origin to comply with the Buy American Act (BAA/BABA) and utility project requirements.
  • Ensure compliance with USMCA Rules of Origin (RVC calculation) and optimize cross-border logistics and customs clearance between the US and Mexico.
  • Source and negotiate contracts with US-based subcontractors for site installation, heavy hauling, crane rigging, and field testing of high-voltage transformers.
  • Review, negotiate, and finalize master service agreements (MSA), statements of work (SOW), and non-disclosure agreements (NDA) under the Uniform
  • Ensure suppliers comply with US Labor Laws (FLSA) and OSHA safety standards during field operations.
  • Monitor global commodity markets (e.g., LME copper, silver) and establish raw material index-linked pricing structures.
  • Manage multi-sourcing and cost reduction (CR) activities for MCCB components, including plastic injection molding, press parts, and electromechanical components.
  • Analyze Material Requirements Planning (MRP) based on production schedules and optimize safety stock levels and lead times.
  • Identify opportunities for process optimization and efficiency improvements in procurement workflows, implementing best practices to enhance overall operational performance.
  • Review, negotiate, and optimize key commercial Terms & Conditions (T&Cs)— including Liquidated Damages (LD), Warranty/Defect Liability, Indemnification, and Limitation of Liability—to safeguard the organization from legal and financial exposure in global transactions.
  • Establish robust contingency plans and secure redundant sourcing channels (Dual/Multi-sourcing) to proactively address potential supplier defaults, financial distress, logistics bottlenecks, or Force Majeure events.
  • Manage and mitigate subcontracting risks associated with US/local field installations (e.g., avoiding Joint Employer liabilities, ensuring compliance with local subcontracting regulations, and adhering to OSHA safety requirements).


Qualifications:


  • Professional experience in the electrical equipment or heavy industries (Transformers, GIS, Switchgears, etc.).
  • Strong analytical and problem-solving skills.
  • Experience in Mexico Sourcing / Nearshoring (managing suppliers in major Mexican manufacturing hubs like Monterrey, Queretaro, etc.).
  • Experience with LME Copper hedging and raw material price risk management.
  • Experience in executing US utility (power grid) projects and navigating US regulations (BAA, BABA, IRA, USMCA).
  • Professional certifications in procurement or supply chain management (e.g., CPSM, CPIM).
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively across departments. (English skill is necessary)
  • Knowledge of lean manufacturing principles and continuous improvement methodologies.
  • Familiarity with supply chain software systems (e.g., ERP,WMS) and proficiency in
  • Microsoft Excel and other productivity tools.
  • Bilingual in Korean and English is required.
