Northrop Grumman Aeronautics Systems has an opening for a Manager Pricing Cost Estimating 2 to join our team of qualified, diverse individuals in our Research & Advanced Design (R&AD) Division. This position reports to a Senior Price Cost Estimating Manager within R&AD. This position will support a primary team at our facilities in Redondo Beach, CA and other Northrop Grumman Sites. This position may require travel up to 10% of the time and may be eligible for a hybrid work schedule.
In this role, the Manager Pricing Cost Estimating 2 will lead a team of professionals responsible for the development of cost proposal products supporting R&AD. Provide integrated P&E thought leadership to the business teams, appropriate staffing to develop cost volumes, ROMs, BPEs, cost models, or other analysis required to support the business objectives. Able to step in and provide hands-on technical support, development and training to a team of professionals.
Responsibilities include but are not limited to:
Lead a pricing and estimating team supporting multiple lines of business and programs across various sites
Manage team staffing, resources, tools, and training as needed
Direct team execution in all aspects of cost volume quality, compliance, and products in response to customer’s request for proposal (RFP)
Brief senior management, contract personnel, proposal coordinators, customer representatives, and government auditors on a variety of issues as required
Engage with Senior P&E/Program/Operating Unit leadership to develop pricing and estimating strategies needed to successfully capture follow-on or new business in line with company objectives
Establish strategic relationships with program, business unit, and functional leadership; and customer counterparts to enhance team operations, resources, and deliverables
Understand and adhere to internal and external policies and procedures as it pertains to the role
Support DCMA/DCAA offices and Government Compliance regarding proposal and business system audits
Maintain a broad grasp of NGAS proposal practices and procedures
Team with peer stakeholders to influence & impact capture and proposal strategy
Manage all audits, fact-finding, price updates, negotiations, sweeps and certifications as required
Basic Required Qualifications:
Bachelors Degree and 7 years of related business management experience, or a masters degree and 5 years of business management experience or a PhD and 3 years of business management experience
Must have thorough understanding of pricing and estimating methodologies, quality, and compliance requirements (FAR/DFARS) related to cost volumes and Cost Estimating System requirements.
Proven ability to evaluate/analyze, integrate, and communicate Pricing/Estimating and financial impacts, cost issues and risks to senior and executive leadership.
Experience in development of proposal cost or pricing strategy
Working knowledge of Enterprise Pricing Software (i.e., ProPricer)
Demonstrated leadership, with excellent problem solving and organizational skills
Must have the ability to obtain and maintain a DoD Secret clearance within a reasonable amount of time as determined by business needs
Preferred Qualifications:
DoD Top Secret Clearance and the ability to obtain Special Program Access.
Experience leading proposal audits and RFI process
Experience developing proposals of various contract types (e.g. CPIF, CPAF, CPFF, FFP, OTA etc.), complexity, size, and acquisition phase.
Experience managing the compilation, analysis and documentation of supplier cost data, historical data and cost models in determining objective cost positions
Knowledge of developing and maintaining material factors such as decrement and material usage allowance/attrition
Experience documenting the subcontract objective position in a formal Price/Cost Analysis Report (PCAR) for prime proposal support
Experience coordinating the preparation and documentation of priced Bill of Material and Material (BOM) cost estimate development and associated Global Supply Chain labor hours
