The Lincoln County Sheriff's Office is looking for a Pre Trial Specialist to join their team. This person will interview in-custody defendants and conduct investigative research to obtain information for use in jail release recommendations or decisions. They will develop detailed individual release plans or agreements and monitors defendant’s compliance with conditions of release in accordance with established policy and procedure and make release recommendations or decisions within the scope of authority delegated by the Judicial Department. Decisions are made under significant time constraints and may be subject to public scrutiny due to the potential impact on public safety. This position also involves occasional call-in during off hours for emergency or unusual situations involving the release of defendants. Performing work within the jail facility with one or more in-custody defendants who may become hostile, violent or abusive.



$26.24 - $35.28 per hour*

Communication: Written and Verbal

  • Interview defendants to gather personal and criminal information for use in making release recommendations to the court.
  • Utilize established policies and procedures to guide release recommendations and suggested pretrial monitoring to the court.
  • Verify information received from the defendant by accessing secure local and national computer databases and by contacting and interviewing the defendant’s employer(s), family, friends, neighbors, and others.
  • Facilitate third party release by investigating and evaluating suitability of referral.
  • Testify in court to explain revocation of release for noncompliance.

Customer Service:

  • Respond to inquiries from Judges, Oregon Judicial Department (OJD) staff at all levels, other public or private sector agencies, District Attorney, defense attorneys, victims, victims’ family members, defendants’ family members, and members of the public regarding the release or non-release of defendants or policies and procedures of release decision making.
  • Prepare individually tailored release plans or agreements consistent with conditions of release.

Case Management:

  • Conduct pretrial risk assessments to determine offenders’ risk to fail to appear and risk of pretrial misconduct.
  • Serve as a resource to the Judge in court proceedings. Write and submit daily reports to the Court regarding pre-trial release recommendations. May testify in Court regarding information received pertaining to the investigation and release recommendation, plan, or agreement.
  • Establish monitoring criteria. Monitor defendants on release status for compliance with release plans or agreements. Verify that the defendant has met all court-imposed conditions.
  • Investigate information received regarding potential violations of release agreements. Notify court or District Attorney’s office of any verified violations of release agreements and makes recommendations regarding revocation of release.

Office Management/financial:

  • Utilization of provided department equipment.
  • Make purchases as needed for the program and documents expenditures in appropriate manner.
  • Review probable cause affidavits, analyzes and evaluates all information received to determine degree of security risk.




EDUCATION

High School Diploma / GED

EXPERIENCE

None

Must possess a valid Oregon driver’s license with an insurable driving record, or the ability to obtain within 30 days of date of hire.

Work takes place in an office environment and a jail setting while utilizing computers, telephones and other office equipment as needed to perform expected duties


Desirable Qualifications: Two years college level education in related field preferred; at least 21 years of age. Must be free of conviction of a crime designated under the law where the conviction occurred as being punishable as a felony or as a crime for which a maximum term of imprisonment of more than one (1) year may be imposed; or of violating any law involving the unlawful use, possession, delivery, or manufacture of a controlled substance, narcotic, or dangerous drug. Dishonorable or undesirable discharge from the military is cause for disqualification. Must be able to pass a law enforcement background check. A psychological assessment will also be administered. Reside within two hours of the Lincoln County Sheriff’s Office.


Knowledge of/Ability to:

    • Legal terminology.
    • Court procedures.
    • Court criminal justice system.
    • Deal effectively with the public in sensitive legal matters.
    • Analyze fact and evidence, and to arrive at logical conclusions.
    • Set forth facts and decisions in concise written form.
    • Maintain case/office records necessary for operation of required duties.
    • Perform required tasks independently.
