The Quality Management Department exists to guide and support CMHHIP’s efforts to meet or exceed customer expectations by maintaining excellence in patient safety and care, and to identify opportunities for improvement through data collection, analysis, interpretation and dissemination of data-based information that enables hospital leadership to utilize resources in an effective and efficient manner and to operate efficiently under legislative and regulatory mandates and clinical and administrative policies and guidelines.


You are required to work at your assigned work location during your scheduled work times.

Mon-Friday 8am-5pm

About this Position:

This position supports the Policy Advisor III in the development, routine review, analysis, and implementation of policies and procedures within CMHHIP. This position is designed to provide foundational experience in policy research, drafting, and coordination while operating under supervision. This position performs structured and well-defined tasks, follows established processes, and applies foundational professional theories and principles. Work is reviewed frequently for accuracy, adherence to standards, and completion within prescribed timelines. Duties in this position include:


Policy Development and Documentation:
  • assists in drafting, revising, and formatting policy documents, guidelines, and supporting materials according to organizational standards.

  • ensures that policy language aligns with established frameworks, templates, and approval processes and accessibility standards

  • maintains document version control and track progress through the established policy development lifecycle

Stakeholder Coordination and Communication (P&P and Reference Committees):
  • supports communication and coordination activities between departments and teams involved in policy review and implementation

  • prepares meeting materials, takes minutes, and document action items as assigned for all policy related committees

  • responds to routine policy-related inquiries by referencing established guidance and precedents

  • monitor policy feedback

  • communicates progress on assigned tasks to supervisors and participates in collaborative team discussions when requested

Policy Implementation, User Experience and Continuous Improvement:

  • assists in monitoring policy compliance and the effectiveness of policy implementation within assigned areas which may require meeting with teams on the patient units when additional guidance/training and/or policy interpretation is required

  • collects and organizes feedback from users or staff regarding policy experience, availability, or clarity

  • contributes to the policy and department manuals development workflow, documentation, or tracking processes within established limits for policy process improvement

  • applies defined guidelines and professional standards to support consistent, compliant operations related to policy development and implementation

Policy Research and Analysis:

  • responsible to research, analyze and propose updates or changes resulting from the research

  • conducts research and gathers data on assigned policy topics using established methodologies and reliable sources

  • summarizes findings and assists in preparing basic policy briefs, reports, and background materials to support any recommendations for updates or changes to policy

  • applies fundamental professional theories and principles to analyze issues and identify potential policy implications under direct supervision

  • follows defined procedures and guidance when interpreting data or policy requirements

Other Duties as Assigned:

MINIMUM QUALIFICATIONS:

Experience Only:

Four (4) years of relevant experience in an occupation related to the work assigned to this position

Or

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal tofour (4) years

Preferred Qualifications:
  • understanding of policy analysis principles and research methods

  • strong written and verbal communication skills

  • ability to organize tasks, manage time effectively, and follow structured processes

  • ability to speak effectively to groups

  • attention to detail, accuracy, and consistency in work output

  • proficiency in standard office software and document management tools.

  • education in Public Policy, Public Administration, Political Science, or Government

  • experience with multiple software platforms, including Google Apps

  • relevant years of state service

Conditions of Employment:
  • Training, meetings, and other travel may be required
  • Continued employment is contingent upon successful completion of the DYS Pre-service Training Academy, Field Training Program (FTO) and mandatory annual training in all subject areas.

  • Shall not initiate or engage in sexual, social, personal or financial relationships with patients either during or any time after hospitalization, even if the patient requests or initiates such a relationship. All relationships with current or former patients must be disclosed on your application
  • successfully pass all modules of the CMHHIP New Employee Orientation core curriculum to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics
  • possess the physical ability to successfully complete hospital-adopted physical interventions and CPR; lift arms above head and kick as high as own waist
  • stabilize another person to accomplish a controlled take down
  • withstand impact on own body using an ASP shield
  • rotate body 90 degrees with feet planted for using a defensive tactic
  • kneel on one or both knees and stand up again with multiple repetitions
  • must be able to see and hear in order to observe, address and respond to potential breaches in safety
  • seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury
  • demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently
  • work in situations involving assaultive behavior, physical control of another person and/or restraint situations
  • ability to read and comprehend the English language; effectively and fluently communicates in English, both verbally and in writing;
  • work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings
  • 2-step TB (tuberculosis) screening is required of all new employees upon hire
  • annual influenza vaccination, other vaccinations as required by the State and facility.

CDHS Selection Process Explanation

Employment history is calculated on a full-time basis (40/hrs per week). Part-time employment is calculated on a prorated basis to determine qualifications.
