This employee normally is responsible for the efficient operation of a relief, section, or unit in conformity with the established policies. Knowledge of:Modern law enforcement and crime prevention principles, practices and methods.
Ohio Law, especially H.B. 511 of the Ohio Revised Code, City ordinances, and other pertinent laws including laws concerning individuals' constitutional rights.
Contents and provisions of the Police Department's Procedure Manual, including regulations governing uniforms and personal attire.
Disciplinary procedures; union contract including grievance procedures.
Civil Service Rules and Human Resources Policies and Procedures of the City of Cincinnati.
How to complete required forms and where to find information regarding policies and procedures, codes, standards, etc.
Current literature to keep abreast of latest Law Enforcement techniques and equipment.
Supervisory principles including how to complete annual performance ratings properly and fairly.
Principles and practices involved in instructing, training, and shaping behavior.
Proper letter-writing technique, including correct grammar.
Broad understanding of the SARA problem-solving methedology in an effort to address repeat or chronic problems.

WHO MAY PARTICIPATE IN THIS PROCESS
All classified, permanent employees with the City of Cincinnati who meet the qualifications as of the exam date. All required experience must be with the City of Cincinnati and must have occurred within the last five years. It is the policy of the Civil Service Commission that temporary transfer and/or promotions time will not be counted for examination eligibility purposes.
REQUIRED SERVICE RATING
No employee whose last service rating was below "3" may compete on this examination.
EXAM SCORING & SENIORITY POINTS
The passing score will be determined after the examination by the Civil Service Examiner together with the Civil Service Secretary. Determination of passing score will be based on the job analysis and the examination results in consultation with subject matter experts and/or other professional methods. Seniority points will only be added to passing scores.

- Oversees and directs all resources at command for the most efficient operation of the police functions to preserve the peace and protect lives and property, and obey and enforce all laws in own section, relief, district, or Bureau.
- Sets policy and performs overall planning and prioritizing of operations of a relief, section or unit.
- Performs the supervisory functions necessary to develop a disciplined, effective, and cohesive unit such as: evaluations of personnel, assigning subordinates to various daily tasks that need to be performed, training, or arranging for training of personnel, and counseling personnel with their problems.
- Schedules, coordinates, deploys and allocates staff.
- Evaluates staffing and equipment to determine availability and readiness for police calls, matches staff assignments with crime trends, etc., while taking into account sick leave, vacation leave, and special assignments.
- Makes decisions where no guidelines or standard operating procedures exist.
- Performs administrative and inspection functions.
- Keeps records; processes, critiques, writes, and files reports and forms.
- Communicates orally and by means of written correspondence (letters, memos, and narrative reports) to subordinates, supervisors, or private citizens as needed in order to disseminate information to the appropriate persons.
- Attends and conducts meetings.
- May be assigned to committees to perform research to solve various police related problems.
- Investigates crimes, accidents, injuries to officers, and complaints concerning the level of service rendered by subordinates.
- Performs public and community relations by means of attending community meetings, giving talks and demonstrations on crime prevention, responding to community concerns.
- May be required to fill in for a Captain in Captain's absence.
