The Police Lieutenant in the Patrol Division at the Port of New Orleans serves as a key leader responsible for ensuring the safety, security, and operational integrity of our tri-parish jurisdiction at the Port of New Orleans. This role oversees daily patrol operations, directs personnel, and coordinates emergency response efforts to maintain a strong law enforcement presence across port facilities.

The ideal candidate is an experienced and confident law enforcement professional with strong leadership, decision-making, and communication skills. They bring a solid foundation in patrol operations, emergency response, and supervisory practices, with the ability to lead teams effectively in dynamic, high-pressure environments. A successful candidate demonstrates sound judgment, adaptability, and a commitment to ethical standards, while also possessing the ability to collaborate with internal stakeholders and external agencies.Four years of law enforcement experience.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience. The maximum substitution allowed is 60 semester hours which substitutes for two years of experience.

NECESSARY SPECIAL REQUIREMENTS:
Applicants must be at least 18 years of age.

Possession of a current Louisiana driver's license.

Possession of an active Peace Officer Standards and Training (POST) certification may be required.

Job Duties:

  • As Watch Commander, oversees a full range of police services on an assigned shift (Platoon); primary emphasis on enforcement of laws, investigation of crimes and accidents, homeland defense, emergency services, crime prevention, and on-scene supervision of major incidents.
  • Direct supervision and evaluate the performance, indirectly and collaboratively supervise and evaluate lower-level Officers assigned to the shift. Receives and approves all incident reports, citations, affidavits, summons, and other official public documents submitted by those under their command.
  • Provides regular counseling and evaluation of officer performance and plans, conducts, and evaluates requisite in-service and roll call training for shift personnel. Conduct personnel investigations, and/or Internal Affairs Investigations as assigned by the Police Captain.
  • Serves as the shift team leader, assisting the Commander of Patrol Services (Police Captain), by establishing best practices in law enforcement policy and procedures. Further assists the Commander of Patrol Service, by determining the unit's goals and objectives to effectively enforce Local, State, and Federal laws and the ordinances of the Port of New Orleans. Analyzes and reports on the effects of these policies and recommends further development and upgrades.
  • Patrols the jurisdictions of the Port of New Orleans along the Mississippi River and all adjoining channels to enforce Local, State, and Federal Dock Board ordinances. Assists U.S. Coast Guard and all other maritime related agencies in the enforcement of ordinances. Conducts and/or assists in rescue and recovery efforts along the waterways of the Port of New Orleans.
  • Attends firefighting training course to be familiar with firefighting techniques, lifesaving equipment, types of fire extinguishers, operating rescue boats. Serves as Deckhand for the Harbor Police Fireboat and/or the Harbor Police Patrol Boat, to assist with mooring lines, body recovery, first aid, security sweeps of critical infrastructure and other law enforcement duties while on board Fireboat and/or Police Patrol Boat.
  • Represents HPD at job fairs and other recruitment events, staffing booths and/or giving presentations to law enforcement job seekers. Participate as HPD representatives in recruitment webinars and other media forms as appropriate. Screen applications that are received for employment and participate on interview boards for potential candidates. Determines applicant qualifications by interviewing applicants, analyzing responses; and comparing qualifications to job requirements. Act as a point of contact and build influential candidate relationships during the selection and on-boarding process. Builds relationships with community stakeholders, including Port of New Orleans employees, Public Belt Railroad employees, Port tenants, neighborhood associations, nearby businesses, local nonprofit organizations, and schools and universities. Present at schools, community colleges, and university events about the HPD mission. Assist in maintaining and growing the agency's web and social media presence by providing regular content, stories, incident information, and photos to the Communications Department.
  • Conducts roll call inspections of personnel, uniforms, vehicles, firearms, and other law enforcement equipment.
