This is a safety/security sensitive position for purposes of the Arkansas Medical Marijuana Amendment.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: All City of Fayetteville supervisory positions require employees to demonstrate leadership competencies by exhibiting appropriate role modeling and setting proper examples. In addition, all City of Fayetteville positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following:

1. Perform supervisory responsibilities, which may include training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City’s policies and applicable laws.
2. Under the direction of a Captain, the incumbent is responsible for the supervision and direction of designated personnel of the Fayetteville Police Department. Supervise personnel to ensure that their actions are legal, reasonable, and within departmental policy; disseminate new orders and changes in policy.
3. Assist their respective Captain in the planning, coordination, supervision, and evaluation of police department operations.
4. Review completed incident, accident and other officer’s reports and make corrections or adjustments as necessary. Record and monitor shift activity through daily, weekly, monthly, and yearly activity reports.
5. Assist with monitoring work schedules, timekeeping, and requests for leave.
6. Available by phone, radio or in person to assist with officers, citizens, dispatchers, and records personnel needs.
7. Attend various neighborhood or civic club meetings and present data for safety and community protection.
8. Research, prepare, and present items at meetings of the City Council, or other committees.
9. Internal coordination of patrol and support services including IT, administrative clerks, property and evidence and court personnel.
10. Ensure effective communications with staff, subordinates, citizens, public officials, courts, council members, media, and other law enforcement agencies.
11. Maintain a knowledge of current police policies, procedures, and rules.
12. Receive and field citizen complaints against Fayetteville Police Department personnel to ensure employees acted within the law, departmental policies, procedures and rules. Conduct investigations and deal with them in an efficient and caring manner.
13. Review departmental goals and budget to set division goals, objectives, and equipment needs and ensure CALEA standards are met. Attend training sessions and staff meetings.
14. Assume command and control of major crime scenes. Review and analyze work and crime statistics. Track and monitor prosecutor requests for officers in court cases.
15. Supervise and implement plans for effective handling of special community events.
16. May supervise the personnel, training, operations, records and equipment for other specialized units including Emergency Response Team, Crisis Negotiation Team, emergency management and Homeland Security, Honor Guard unit, firearms, motorcycle, and K-9.
17. Participate in evaluation and selection of candidates for specialized unit positions within the police department.
18. Work collaboratively with various City departments to ensure efficient operations and customer service.
19. Participate in community awareness and/or engagement programs and presentations.
20. May be assigned to lead specialized units involving uniformed and/or non-uniformed personnel.
21. Assist with prescreening of applicants including background investigations, interviewing, physical fitness testing, etc.
22. Monitor fleet operations and departmental equipment for inventory, maintenance, and replacement needs.
23. Successfully complete all training requirements and satisfactorily perform all the required duties if assigned as Patrol Lieutenant, Administration Lieutenant, Special Operations Lieutenant, or Criminal Investigations Lieutenant.
24. Perform other duties as assigned.

1. High School diploma or GED with at least eight (8) years continuous experience as a Fayetteville Police Officer, three (3) years of which have been in the capacity of a Sergeant immediately preceding the date of the promotional exam. A transcript from an accredited institution documenting a minimum of twelve (12) hours of completed college coursework with at least a “C” average may substitute for a high school diploma or GED certificate.
2. Successful completion of a basic course in law enforcement at an accredited college, university or state recognized law enforcement academy.
3. Be a Citizen of the United States or a nonimmigrant legally admitted to the United States under the Compact of Free Association (Marshall Islands); not less than 21 years of age; must not have a felony conviction.
4. Valid Driver’s License.
5. Must be a Certified Law Enforcement Officer with the ability to obtain Arkansas certification.
6. Must possess or have ability to obtain certification to operate ACIC (Arkansas Crime Information Center) and the NCIC (National Crime Information Center).
7. Effectively communicate with others orally and in writing.
8. Ability to effectively operate specialized law enforcement equipment, firearms and vehicles.
9. Must be proficient in the use of a computer and other related software programs. Must be able to effectively operate standard office equipment.
10. While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to stand, walk, and sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl and smell. The employee must occasionally lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
11. While performing the functions of this job, the employee is occasionally exposed to wet/and or humid conditions, moving mechanical parts; high, precarious places, fumes or airborne particles; toxic or caustic chemicals; outside weather conditions; risk of electrical shock; may be required to work with explosives.
12. The incumbent must be able to perform the following; physical and mental stamina to fire weapons; react and move rapidly from sedentary to active condition in response to environmental situations; assume a variety of bodily positions and postures necessary to employ “cover and concealment” during a deadly force encounter; respond to a physical attack and possess the ability to escape attacker, subdue attacker and/or summon aid. Must be able to react quickly and efficiently in all emergencies, natural or man-caused disasters.
13. The work of a police officer involves an element of personal danger. Police officers must be able to exercise sound, independent judgment under stress. Assignments may include work on special tasks which call upon specialized abilities and knowledge possessed by the officer. Work assignments can be general or specific and special instructions are received from a supervisor who reviews work methods and results through reports, personal inspection and discussion.
