Plans Examiner – Palm Beach County Municipality

This is an intermediate-level professional role within the Building Department, responsible for ensuring public safety through the rigorous review of residential and commercial construction plans.

The Role

Working under the direction of the Chief Plans Examiner, you will provide technical expertise to developers, licensed professionals, and the public. You will exercise independent judgment to ensure all proposed construction meets local, state, and federal requirements.

Essential Functions:

  • Plan Review: Examine specifications for new and existing residential and commercial structures to ensure full compliance with regulatory standards and building codes.

  • Technical Advisory: Act as a consultant for architects, engineers, and contractors, providing guidance on code interpretation and permitting functions.

  • Problem Solving: Identify areas of non-compliance and specify the exact actions required to bring projects up to code.

  • Collaboration: Work closely with other municipal departments to resolve complex regulatory issues and streamline the project compliance process.

  • Knowledge Maintenance: Stay current on evolving trends, local ordinances, and Florida Building Code updates.

Minimum Qualifications

Candidates must meet one of the following criteria per Florida Statute 468.609:

  1. Direct Experience: 4 years of combined experience in construction, building inspection, or plans review.

  2. Education/Experience Combo: A mix of postsecondary/technical education and building experience totaling 3 years (with at least 1 year in inspection or plans review).

  3. Cross-Training: Currently hold a standard certificate or fire safety inspector license with 3+ years of experience and completion of a 100-hour cross-training program.

  4. Training Program: Completion of an approved 200-hour training program plus 2 years of experience in the field.

Required Licenses & Skills:

  • State of Florida Licensure: Must possess and maintain a minimum of one (1) Standard Plans Examiner license (Building, Plumbing, Mechanical, Electrical, or Residential) via the DBPR.

  • Driver’s License: Valid Florida Driver’s License with a clean driving record.

  • Software: Proficiency in Microsoft Office (Word, Excel, Outlook) and the ability to learn specialized municipal permitting software.

  • Math & Logic: Strong ability to perform mathematical computations and use reasoning to identify strengths and weaknesses of alternative solutions.

Work Environment & Physical Demands
  • Schedule: Regular on-site attendance is essential. Must be available to respond to emergency call-ins (e.g., hurricanes).

  • Physical: Ability to lift/carry up to 50 lbs, climb, stoop, and kneel. Extensive time may be spent at a workstation or reading fine-print blueprints.

  • Sensory: Strong visual perception is required for color/depth discrimination and prolonged reading of technical documents.
