Planner III - Long-Range Planning Division

Performs long-range planning functions, such as Historic Preservation, Transportation Planning and Comprehensive Planning for the Department of Land Use and Growth Management; performs other duties as assigned.
  1. Evaluate development applications, comprehensive land use map amendments, and comprehensive water and sewerage plan amendments, and prepare comments and recommendations based on consistency with adopted plans and ordinances;
  2. Serve as the administrator for the Calvert–St. Mary’s Metropolitan Planning Organization (C-SMMPO), overseeing coordination of regional transportation planning efforts, transportation studies, and managing required documents;
  3. For the C-SMMPO, facilitate the development, implementation and amendments of the Unified Planning Work Program (UPWP), Long-Range Transportation Plan (LRTP), Transportation Improvement Program (TIP), and Public Participation Plan (PPP);
  4. Prepare staff reports, agendas, minutes and presentations to boards and commissions as needed;
  5. Act as the staff liaison to the Historic Preservation Commission by coordinating meetings, conducting historic reviews of properties over 50 years old, provide findings, and supporting its initiatives, such as coordinating speaker availability for historic lectures, staffing a booth at local community events, and the administration of an annual award program;
  6. Coordinate with regional, state and federal partners to identify, pursue, and manage grant funding opportunities (Historic Preservation, MPO, and other relevant programs), which includes application preparation, monitoring progress and ensuring compliance with all grant requirements;
  7. Assist in the monitoring, as required by State law and the Maryland Department of Planning, and implementation of the St. Mary’s County’s Comprehensive Plan, recommend updates and coordinate with internal departments and external agencies;
  8. Participate in preparing and updating area plans by drafting scopes of work, requests for proposals, evaluating submissions, and provide recommendations, work includes monitoring and coordinating with third-party contractors;
  9. Collaborate on the preparation of long-range planning documents and reports, including data analysis, such as the Maryland Department of Planning’s Annual Planning Commission Report and St. Mary's County Public Schools Educational Facilities Master Plan (EFMP);
  10. Participate in and support community engagement efforts, including public meetings, workshops, and outreach events;
  11. Performs other duties as assigned.
  1. Ability to gain thorough knowledge of St. Mary’s County Government policies and procedures;
  2. Ability to act as a representative of St. Mary’s County Government to the public;
  3. Knowledge of department practices and procedures;
  4. Knowledge of relevant Federal, State, and Local regulations regarding historic preservation and transportation planning
  5. Ability to effectively communicate with other staff members;
  6. Ability read, edit, and write technical documents;
  7. Ability to prioritize and multitask;
  8. Ability to complete assigned tasks accurately and in a timely fashion;
  9. Ability to use available resources to research information, such as planning documents, reports, economic data and GIS data;
  10. Ability to prepare and maintain accurate records;
  11. Ability to operate relevant computer systems, including hardware and software, and office machines.
  1. Bachelor’s degree;
  2. Three years or more of job-related experience, or additional education in a specialized area;
  3. Or equivalent technical training, education, and/or experience.

Additional Requrements:
  1. Must successfully pass background investigation with favorable results;
  2. Must pass a pre-employment drug test.

Physical and Environmental Conditions:
Work requires no unusual demand for physical effort.
Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting rooms, e.g., use of safe work place practices with office equipment, and/or avoidance of trips and falls.
