Researches and evaluates zoning, annexation, and variance cases to provide staff support for Planning and Appeals Board and City Council decisions; provides zoning information to the public; reviews applications for permits to determine compliance with zoning requirements, and recommends code amendments. May approve plats, reviews site plan developments and assists with the intake of building permits; assists with special redevelopment projects and Comprehensive Plan updates.
Assists developers, industry professionals, and the public with zoning questions, feasibility studies, and permitting procedures.
Assists the public in researching zoning, annexation, and variance cases. Looks up zoning, determines feasibility of requested changes, describes procedures for obtaining permits, and advises applicants of potential problems and options.
Accepts, processes, and maintains zoning application forms. Reviews applications for permits, evaluates zoning and annexation cases, prepares staff reports, and recommends appropriate action.
Assists with the preparation of official zoning maps, legal ads, staff reports, notifications, advising Planning Commission members, and notifying applicants.
Prepares staff reports, analyzes data, and provides staff support to the Planning and Appeals Board and City Council.
Develops Unified Land Development Code amendments as needed. Collects, analyzes, forecasts, and publishes demographic and economic data. Maintains records and reports on zoning and permit activities.
Conducts planning studies and forecasts on issues regarding population, land use, transportation and environmental design, economic development and capital improvement and presents findings to the Planning Manager.
Reviews residential and commercial development plans, site plans, and land disturbance applications for compliance with the Unified Land Development Code.
Performs on-site inspections to verify plan accuracy with field conditions.
Assists Senior Permit Technician with processing various building permits.
Designs, coordinates, and executes special projects.
Coordinates meetings with the public, as well as private developers, to resolve complex and controversial issues.
Represents City on civic committees and at various civic functions.
Performs other related duties as required.
Education and Experience:
Master’s degree in Urban Planning, Regional Planning, Geography or related field, supplemented by professional experience in land use planning and development.
Two years of related experience.
Any equivalent combination of education and experience which provides the minimum level of qualifications stated above.
Licenses and Certifications:
Valid Class C Driver's license and a satisfactory Motor Vehicle Record (MVR).
American Institute of Certified Planners desirable.
Georgia Soil and Water Conservation Commission (GSWCC) Level II certification desirable.
Knowledge, Skills, and Abilities:
Knowledge of comprehensive planning principles, including forecasting and project feasibility analysis.
Knowledge of GIS, cartography, cadastral mapping, and surveying fundamentals.
Knowledge of site planning and urban design principles and practices.
Knowledge of Georgia land use laws and local regulations.
Knowledge of Accela permit software.
Ability to use personal computer in research and analysis for record management and statistical reporting.
Ability to deal courteously and diplomatically with the public.
Ability to communicate clearly and effectively, both orally and in writing.
Ability to read zoning maps and legal descriptions.
Ability to prepare and present a variety of concise reports for oral and written presentations.
Ability to conduct field inspections.
